This position is responsible for the administration, performance, and supervision of the engineering functions of Sturgeon County including infrastructure planning, capital project delivery, land development and asset management.

Key Duties & Responsibilities Leadership and Management (30%)

  • Provides leadership, vision, and direction to align with corporate strategies in order to maximize service delivery.
  • Develops and manages operational plans and the longer-term direction for the engineering function and activities of the department, as well as participates in the development of policies and standards, in accordance with the priorities of the organization. Sets annual and mid-term goals.
  • Develops stakeholder relations plan, including clarification and technical guidance to the public and interest groups.
  • Develops and prepares annual operating and capital budgets in accordance with the objectives and policies of Sturgeon County. Monitors and controls the expenditure of funds in accordance with the approved budgets.
  • Consults with the Leadership Team and other managers and evaluate and determine corporate and department priorities, and review and direct the activities of department staff.
  • Leads the preparation of infrastructure plans for utilities, roads, bridges and storm water systems.
  • Liaises with Director, Transportation and Engineering and develop project scope, budget and delivery parameters for infrastructure planning and capital projects.
  • Keeps informed regarding new developments in infrastructure standards, and regulations; and recommend changes to County Standards to the Director, Transportation and Engineering.
  • Prepares correspondence, briefings, and reports.
  • Attends Council meetings and report on projects as required.
  • Undertakes process reviews, documents processes, and communicates processes with intent to achieve improved Operational Excellence and compliance with legislated requirements.
  • Maintains effective public relations with public and presents a positive image. Responds to public inquiries and complaints related to the County Engineering function.
  • Ensures compliance with safety legislation and County Health and Safety Management System. 


People Leadership (35%) 

  • Creates an open, positive working environment to stimulate open discussion, which includes both in office, remote, or hybrid employees.
  • Invests time in managing and developing people through career planning and professional development. Provides insightful, motivating, and constructive feedback, coaching, and guidance.
  • Sets clear expectations, monitors, evaluates, and conducts annual performance reviews.
  • Establishes departmental performance measures and key performance indicators, benchmarking with industry practices, including workload measures, quantity measures, and quality measures and prepares summary reports for the General Manager, Infrastructure Services, on a monthly and annual basis.
  • Sets and delegates broad work responsibilities for direct reports, managing through general oversight of direct reports.
  • Provides rewards and recognition in alignment with the County’s policies and procedures.
  • Follows HR policies and procedures when address performance or disciplinary or investigations and considerations.
  • Makes hiring decisions within approved roles, working in collaboration with the HR team.
  • Leads team responsible for the preparing stable and fair property assessments required to fund the municipal budget.


Infrastructure Project Management (15%) 

  • Plans the department activities and monitor the progress to ensure projects are completed on time and on budget.
  • Develops terms of reference, review proposals and manage consultant contracts as necessary to support the work of the department.
  • Provides project management, technical and administrative assistance to support either contracting or in- house engineering and construction of all infrastructure related programs or capital projects.
  • Act as final reviewer and responsible for stamp and seal final designs before issue for construction.
  • Reviews and submits all road and utility infrastructure grant applications for construction of new infrastructure.
  • Determines appropriate standard for proposed construction projects and reviews road designs for compliance.
  • Acts as a liaison between the County and the development community, engineering consultants, shallow utilities groups, government agencies and other external agencies, for new development and to properly plan new projects.
  • Represents Sturgeon County and participate in regional technical committees.


Capital Asset Management Program (15%) 

  • Manages the County’s capital asset management program for roads, bridges, and utilities infrastructure.
  • Ensures that all engineering issues for new development are addressed throughout the planning process.
  • Manages land development activities to ensure that new development of municipal infrastructure conforms to Area Structure Plans, Master Plans, functional studies, design reports, supplementary reports, outline plans, county standard guidelines, provincial standards and any other relevant documents.
  • Manages land development activities to ensure that engineering concerns and issues are addressed in a responsive and pro-active manner.
  • Leads the preparation of cost estimates for municipal infrastructure improvements and the development of off-site levies or local improvements.
  • Assists in the negotiation of land purchase agreements for Infrastructure Services.
  • Manages the development and maintenance of suitable databases to support the work of the department, including historical and future information and the ability to present the information graphically and textually.
  • Develops and keeps current needs based multi-year programs for all aspects of county road, utility and storm water infrastructure.


Other Related Duties (5%) 

  • Completes special projects as required.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
  • Adheres to all of Sturgeon County’s policies, bylaws, procedures and processes, as well as aligns work to the Sturgeon County values.
  • Lead compliance to regulatory body (APEGA), audit and development of professional Practice Management Plan – to maintain Permit to practice.


Knowledge, Education, Qualifications, Skills, Abilities & Experience
Knowledge

  • Diverse and comprehensive knowledge and understanding of:
  • business and management principles involved in municipal budgeting and financial procedures, and
  • Planning and resource allocation.
  • Understanding the general principles of motivating, leading, and supervising staff.
  • Familiarity with local road and utility designs.


Education and Qualifications

  • A post-secondary bachelor’s degree in civil engineering
  • Eligibility for membership in APEGA.
  • Experience with the construction and rehabilitation of an urban and rural road network.
  • Equivalent combinations education and experience may be considered.
  • A valid driver’s license and clean driver’s abstract is required.

Related Experience

  • A minimum of 7 years of progressive engineering experience in a municipal environment, including experience as a supervisor or manager and/or with training in supervision or leadership.
  • Experience with air photos and infrastructure design drawings.
