This is administrative and technical engineering work at the sub-professional level in traffic engineering and transportation planning. An incumbent conducts traffic operations analysis for traffic control systems at intersections and corridors; performs technical calculations as related to transportation infrastructure; recommends and prepares design specifications and layouts for traffic control systems, road markings and traffic control signs. Coordinates capital projects related to traffic operations and asset maintenance; prepares request for proposals, quotes and cost estimates; participates in the review and selection of consultants and contractors; prepares project schedules and work orders; monitors work progress; and inspects work upon completion. Other responsibilities of this position include preparing traffic signal timing plans for multiple signals within a coordinated network and central traffic signal management system; plans and conducts traffic studies encompassing traffic movement and control, safety and parking; conducts on-site inspections of traffic control devices to ensure conformance to municipal standards. Reviews, negotiates and approves traffic management plans with contractors and receives, investigates, resolves or makes recommendations regarding traffic action requests and complaints from the public. A Traffic Technologist provides guidance and assistance to technical subordinates engaged in technical field and preliminary design work; assists a supervisor in the administration and coordination of section operations including liaison with other departments, municipalities, the provincial government and external agencies for collaboration on joint initiatives. Prepares and maintains correspondence, records and statistical information as related to the work. Performs related work as required.
Qualifications include graduation from an institute of technology in an appropriate discipline, plus considerable related municipal traffic engineering experience; or an equivalent combination of training and experience. Considerable knowledge of the practices, methods, techniques and equipment used in traffic engineering operations in addition to the applicable rules, regulations, policies and bylaws. Sound knowledge of engineering mathematics, street lighting design, transportation planning and traffic management principles and practices. An incumbent will have the ability to conduct traffic operations analysis; recommend and prepare design layouts, plans and specifications for traffic control systems, and to coordinate related capital works projects. Investigate traffic action requests and complaints; establish and maintain effective working relationships with a variety of internal and external contacts, and to communicate effectively orally and in writing. A Traffic Technologist will have the ability to plan, direct and inspect the work of operations staff and external contractors, to work under minimal supervision and to act on behalf of supervisor during absences as required, and have skill in the use and care of instruments and equipment used in the work. Certification or eligibility for certification as an Applied Science Technologist and a valid Driver's License for the Province of British Columbia are required.
