Position Purpose
This position is responsible for providing professional leadership and visionary direction in the operation of recreation services and programs in the Saanich Peninsula of the Capital Region. Within the Parks and Community Services service area, major responsibilities include leading strategic and operational initiatives and providing short and long range planning, strategies, leadership and support to the CRD’s Peninsula Recreation Commission, its Peninsula Recreation Centre and associated facilities and services.
Key Accountabilities/Position Outcomes
- Provides senior leadership, strategic direction and support in all matters relating to the Commission’s mandate including community development and effective business management.
- Provides senior support, technical and administrative advice and information to the Commission on recreation matters; recommends policy to the Commission, and directs the interpretation of such to staff, community organizations and stakeholders.
- Responsible for assigning and leading the work of the Panorama Recreation staff, including matters pertaining to labour relations, corporate and division policies and procedures, and standards.
- Serves on CRD management teams and represents Panorama Recreation in a leadership capacity on various municipal initiatives. With considerable independence, works collaboratively with the General Manager – Parks and Community Services on matters pertaining to Panorama Recreation, the Parks and Community Services service area, and the CRD as a whole.
- Determines current operating requirements and leads the preparation of annual and capital budgets, authorizes expenditures, and ensures appropriate budgetary controls in line with corporate standards.
- Ensures that a positive and proactive partnering approach to service delivery is established, used and maintained in the delivery of programs, and that service is delivered effectively, efficiently, economically and within budget.
- Works closely and proactively with other CRD functions and municipal partners to ensure programs and approaches are aligned to business needs, and provides leadership on systems and approaches that will enhance service delivery.
Qualifications
- Degree in a related discipline
- A minimum of 8 years' directly related experience
- An equivalent combination of education and experience
Certifications
- Valid BC Driver's Licence

- Significant and demonstrated senior leadership experience, preferably in a unionized environment.
- Demonstrated experience in strategic planning and community development.
- Demonstrated ability to deal frequently with highly sensitive and confidential situations involving the exercise of utmost tact, discretion, and judgement.
- Exceptional motivation, team building, and interpersonal skills.
- Thorough knowledge and understanding of the application of leadership and management principles, administrative, financial and budgetary processes.
- Demonstrated partnering skills, including collaboratively working with inside and outside stakeholders; positively, proactively and effectively working with public officials, the public, staff, user groups and other stakeholders.
- Excellent written and oral communications and presentation skills.
- Excellent understanding of the nature of regional government programs, politics, related regulations and acts and service delivery model.
