Planning Manager


The District of Peachland is a vibrant and growing community of approximately 6,200 residents, located on the shores of the Okanagan Lake in the scenic Okanagan Valley in British Columbia.
 
We are currently seeking a Planning Manager who is a highly motivated and energetic individual to join our leadership team.
 
Reporting to the Director of Planning and Development Services, the Planning Manager assists with leadership, management and delivery of planning and development application processing and long-range planning programs. This position provides leadership to department personnel and administrative staff with the objective to ensure the provision of excellent customer services.

AS A MEMBER OF THE PLANNING AND DEVELOPMENT SERVICES MANAGEMENT TEAM, YOU WILL:
  • Manage and lead the professional and technical work of select department personnel and administrative staff, including the coordination of activities related to land use and development applications, preparation, and presentation of reports to Council, and the planning of other activities related to more complex planning applications.
  • Oversee the processing of all development applications involving Council approval or in-house staff approval and facilitate development referrals to various District departments.
  • Manage external consulting contracts for major planning projects, including the determination and administration of budget requirements, the supervision of work, and the oversight of deliverables to ensure satisfaction and punctuality.
  • Ensure that the development approval processes, policies and bylaws are regularly updated and revised in accordance with changes in statutory authority, Council direction or policy, and evolving community needs.
  • Provide technical expertise, prepare development guidelines, establish development conditions, and consult with developers, engineers, architects, landscape architects and the public.
  • Foster strong relationships and have an exceptional understanding of current/development planning and long-range planning principles and legislation.
  • Possess excellent verbal, written, report writing and presentation skills; communicate effectively and address concerns with tact and diplomacy; possess exceptional interpersonal skills and political acumen.
  •  Assist with the Human Resourcing requirements for the department. Supervise and ensure training and development of staff.
  • Take initiative and excel in a fast-paced, constantly evolving environment with changing priorities.
 
KEY QUALIFICATIONS:
  • A minimum of five (5) years progressive experience in a management position within a local government setting specifically within the Planning & Development field. Experience will show a history of planning accomplishments and successful project management.
  • A University Degree in Urban/Community or Regional Planning or a related field.
  • Registered Professional Planner (RPP) designation and membership in the Canadian Institute of Planners (MCIP), or eligibility for membership.
  • Human relations and communication skills are critical, particularly in understanding a broad range of public concerns and the ability to influence individuals and groups.

Necessary Special Requirements:
  • Employment is contingent upon a clean criminal record check.
  • A valid BC Driver’s License.
 
The salary range for this position is $90,000 - $120,000 per year.
