Manager of Planning and Development

The District of Houston is looking for its next Manager of Planning and Development. The ideal candidate for this position will have strong post-secondary education, solid work ethic, local government leadership expertise, and the willingness to have fun while accomplishing great things.
 
Houston is nestled in the beautiful Bulkley Valley amongst some of BC’s finest outdoor recreational opportunities. Strategically located halfway between the hub cities of Prince George and Terrace, the District and its surrounding countryside can be enjoyed year round, offering a range of activities including cross country skiing, hiking, fishing, biking, and snowmobiling. With a population of 3200, Houston is well known for its small-town charm and warm hospitality.

Houston has amazing indoor recreation facilities and access to the outdoors, making the community a big draw for the overall quality of life.
 
The Manager of Planning and Development
The Manager of Planning and Development will perform a wide range of duties, including acting as the primary point of contact for the processing of various development applications such as permits, variances, and zoning amendments, while ensuring compliance with relevant legislation. The role requires effective communication with applicants, project proponents, the public, staff, and Council, and involves preparing detailed reports, public notices, and recommendations for Council. Additionally, the position is responsible for leading and managing the District's community planning policies, bylaw development, and strategic initiatives, including research, public engagement, and collaboration with multiple stakeholders, including Indigenous Nations. The role also involves representing the District’s planning interests in local and regional forums, participating in land use agreements, and supporting emergency operations as required, all while upholding principles of inclusion, diversity, equity, and accessibility in planning practices.
  
Qualifications

1. Strong knowledge of community planning, environmental sciences, geography, or related fields.
2. Familiarity with Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, SharePoint, OneDrive, Teams).
3. Proficiency in using GIS software (e.g., ArcGIS) and online interfaces.
4. Experience with Adobe software such as Acrobat and InDesign.
5. Public communications and engagement skills.
6. Ability to participate in and lead initiatives related to Inclusion, Diversity, Equity, and Accessibility, Truth and Reconciliation, Anti-Racism, and Anti-Oppression.
7. Political acumen and ability to engage in public participation processes.

 
You will be supported in this role by an outstanding senior leadership team and a skilled, locally- focused staff group.
 
The Manager of Planning and Development will be compensated with a salary of $100,000 - $120,000 annually, a comprehensive benefits package, a family pass to the District’s top-notch Leisure Centre, and enrollment in the Municipal Pension Plan.
