We are accepting applications for a full-time Emergency Management Technician to join our team for a period of up to 12 months. The Comox Valley Emergency Management Service (Service) is a partnership with the Town of Comox, City of Courtenay, Village of Cumberland, and the Comox Valley Regional District (CVRD) to provide coordinated emergency programming and administration to the entire Comox Valley, including the interests of the CVRD Electoral Areas A, B and C and offers support to K’ómoks First Nation. The Emergency Management Technician supports operations of the Service and its programs including supporting the activation of an Emergency Operations Centre (EOC) and/or Comox Valley Regional EOC, as a back up to the Emergency Planning Coordinator.
Reporting to the Manager of Emergency Programs, the primary responsibilities of this role include:
- Assisting the Emergency Planning Coordinator with operational response coverage and business continuity needs for the Service;
- Coordinating, scheduling, and supporting the delivery of regional FireSmart initiatives, Neighbourhood Emergency Preparedness Program, emergency preparedness events, and related engagement sessions;
- Leading technical analysis to incorporate new data and findings from hazard, risk, and vulnerability assessments, along with recommendations from after-action reports of incidents and exercises, into an EOC Plan, response protocols, EOC operational guidelines, and general policy documents;
- Researching and preparing grant funding opportunities for emergency services;
- Providing technical support to the Comox Valley FireSmart Resilience Committee, and other relevant committees, as required;
- Maintaining the Connect Rocket Teams EOC/Comox Valley Emergency Management Planning Committee mass notification system;
- Working with the Manager of Emergency Programs, developing annual work plans that prioritize the delivery needs of the Service while ensuring alignment with the strategic priorities set by the Board;
- Providing coverage as interim ESS Director and/or emergency management administrative or technical leadership role during an EOC as required.
Our ideal candidate is:
- Experienced in the emergency operations or management field, ideally in a local government setting, with over four up to five years’ related experience;
- Experienced working with emergency services (police, fire, health, etc.) and Public Safety Lifeline Volunteers (i.e. ESS, Emergency Radio, Ground Search and Rescue, Victim Services);
- Educated in emergency management, business administration or another related field including completion of a post-secondary program of over two years and up to three years with a strong commitment to continuous learning (an equivalent combination of education and experience may be considered);
- Current in the BC Emergency Management System, the Incident Command System, and the local authority roles and responsibilities under the Emergency and Disaster Management Act;
- Adept with analyzing the Sendai Framework and adoption of measures which address the three dimensions of disaster risk;
- A relationship builder with strong interpersonal skills, the ability to maintain positive working relationships, and resolve conflict when required;
- Able to effectively lead staff and volunteers to accomplish comprehensive emergency management initiatives;
- Organized with strong research, writing and presentation skills;
- Able to plan and execute work plans through effective time management;
- An advanced user of Microsoft Office Suite 365 with strong skills in Adobe Acrobat, JotForm and SharePoint;
- Flexible with hours of work including working extra hours on standby and ESS call-outs and able to deploy to support local and provincial emergency operations;
- Training in local government administration and Emergency Operations Centre experience, including field and deployment experience is preferred.
A valid BC Class 5 driver’s license is required for this role. Successful candidates will be required to consent to a Canadian Criminal Record Check.
This is a CUPE Local 556 position with a current hourly rate of $39.02; interim rating.
