Corporate Services Specialist

The Town of Qualicum Beach’s Corporate Services Department is in search of a dynamic and highly motivated individual for the permanent full-time position of Corporate Services Specialist. Reporting to the Deputy Director of Corporate Services this role is responsible for a variety of complex administrative, legislative and customer service functions and provides exceptional and professional support to the Corporate Services department and the organization as a whole.
Corporate Services Specialist role:
- Assists in preparation of Council and Committee agendas, including In-Camera agendas, attends meetings and records proceedings of Council and Committees as required, prepares minutes and correspondence.
- Liaises with staff on the various Council Committees/Commissions, including orientation, recruitment and ongoing training of Committee members.
- Assists with overseeing cemetery coordination including records management, amendments to the cemetery bylaw, liaising with operations and office staff.
- Assists in the safekeeping of all Town records and with policy review, drafting and distribution.
- Collaborates with staff on grant opportunities and applications.
- Assists with overseeing the coordination of the Civic Centre and assigned special events.
- Assists with the coordination of bench renewals liaising with parties and staff to ensure accurate record keeping and mapping in compliance with Town Policy.
- Assists with the renewal of Town leases and agreements.
- Manages updates to the Town’s website in collaboration with staff.
- Assists the Director of Corporate Services and the Deputy Director of Corporate Servies with all municipal election and other voting related duties as required.
- Assists the Deputy Director of Corporate Services with the management of Town bylaws including drafting, updating, and tracking.
- Assists in responding to complaints and requests for information as required and directed by the Director of Corporate Services.
- Coordinates requests for records under the Freedom of Information and Protection of Privacy Act
- Performs other duties as required.
Candidates under consideration will demonstrate:
- Experience and knowledge of local government, Council, and Committee procedures.
- Knowledge of the Local Government Act, Community Charter, Freedom of Information and Protection of Privacy Act and other Provincial Acts concerning local government activities.
- Familiarity with LGMA records system, Council Procedure bylaw and Robert’s Rules of Order.
- Sound knowledge of the Microsoft office suite and other software program applications related to a local government environment.
- Ability to effectively multi-task, and work within tight deadlines.
- Strong verbal and written communications skills and commitment to promoting teamwork.
- Ability to research and draft contract agreements, bylaws, and other reports.
- Ability to interact effectively, professionally and courteously with Council, staff, outside agencies and the general public.
- Ability to work with limited supervision in a position requiring a high degree of accuracy, efficiency, diplomacy and confidentiality.
Qualified candidates will possess:
- Completion of Grade 12 supplemented by an Office Administration Certificate or a two-year Diploma in Local Government Administration.
- Minimum 5 years related administrative experience in a local government environment or related environment.
- Experience as a recording secretary to committees, council, boards, or commissions.
- Working knowledge of the principles and practices required of the Community Charter; Local Government Act, Freedom of Information and Protection of Privacy Act will be considered an asset.
- Experience in event or project coordination, as well as supervising staff, will be considered an asset.
- Valid BC class 5 Driver’s Licence, satisfactory driver’s abstract and Police Information Check.
- An equivalent combination of education, experience, and knowledge may be considered if deemed acceptable by the Employer.
This position is an exempt position that offers an excellent benefit package including our commitment to ongoing training and competitive annual compensation starting at $72,000. The successful candidate must be willing and able to work flexible hours, including evenings and weekends, as required.
