Description

This is technical, inspectional, and regulatory office and field work with responsibility for reviewing proposed plans, conducting inspections to ensure tree replacement, reviewing tree cutting permit applications, reviewing tree retention plans, establishing requirements for tree replacement, and enforcing the provisions of the Burnaby Tree Bylaw. You will assess existing trees on site for retention suitability and protection based on the species, size, health, and safety of the trees and the requirements of the proposed development, establishes bonding for tree replacement. Furthermore, you will liaise and provide advice and guidance to a variety of internal and external contacts, investigates and processes complaints, referrals or own observations concerning infractions and violations of the tree bylaw, enforces the tree bylaw and takes remedial action to obtain bylaw compliance. Recommend legal action when appropriate, gathers evidence, submits supporting documentation to supervisor or the City Solicitor, issues bylaw notices, attends court or adjudication hearings and acts as a witness as required. Performs related work as required.
Qualifications include completion of Grade 12 supplemented by related technical courses, plus sound related experience or an equivalent combination of education, training and experience. Considerable knowledge of the Burnaby Tree Bylaw. Considerable knowledge of current arboricultural principles, methods and practice. Ability to process and resolve complaints pertaining to tree bylaw infractions and violations. Ability to enforce the tree bylaw and to decide between recommending legal action or take remedial action to obtain bylaw compliance. Ability to gather evidence, prepare supporting documentation for prosecution or adjudication hearings and act as a witness. Ability to perform various research tasks and to prepare, establish and maintain a variety of records, files, correspondence and reports manually or using software applications. Ability to review permit applications and arborist reports. A Driver’s Licence for the Province of British Columbia and Certification as an Arborist with the International Society of Arboriculture are required.
This is a Temporary Full Time position until January 31, 2024.
