The Foreman 2 - Parks Development is responsible for the planning, supervising and reviewing of work performed by subordinate foremen and crews engaged in a variety of construction and major maintenance tasks, in the preparation of land for park and recreational use. Work assignments vary in difficulty and can be technically challenging due to nature of the projects, such as environmentally sensitive land reclamation, trail building, engineered projects and infrastructure installation & maintenance. Considerable independence of action and judgment is exercised within existing methods and practices, but problems of a more difficult policy or nature are referred to a superior through effective communication. Additional duties include inspecting the work of crews and/or private contractors in installing utilities and landscaping to ensure quality of workmanship and conformance with plans; rejecting unsatisfactory workmanship and defective materials; determining priorities and adhering to project schedules; maintaining records related to the work; preparing requisitions for material and allocating equipment; establishing and devising safe work methods and ensuring the safety of work crews and the public; assisting with the selecting, disciplining and motivating of staff and performing related work as required; promoting, endorsing and maintaining a welcoming and inclusive work environment, adhering to the respectful workplace policy, and delivering an environment of collaboration, free of harassment and bullying.

Qualifications include high school graduation, supplemented by courses related to the work including basic surveying and drafting courses, plus considerable experience in municipal parks construction and maintenance operations in a supervisory capacity, or an equivalent combination of training and experience. Additional qualifications include considerable knowledge of horticultural and landscaping methods, practices, materials and equipment; knowledge of safety hazards and safety precautions; the skill to use and care for a variety of tools and equipment; the ability to plan, assign and supervise the work of subordinate crews; to read blueprints, sketches, plans and diagrams; and to establish and maintain working relationships with a variety of internal and external contacts. A valid Driver’s License for the Province of British Columbia is required.
