ABOUT THE OPPORTUNITY
The Senior Manager will report to and collaborate with the Director of Métis Rights, Negotiations, and Justice. The Senior Manager role will work with and support the Director in expanding the work of the Ministry of Rights and will supervise other staff. The Sr. Manager will manage and/or support multiple government-to-government tables at both the provincial and federal level, as well as bilateral and multi-lateral, and build working relationships. The Sr. Manager works in collaboration with the Director and MNBC Leadership to support and lead projects or components of projects by managing staff, consultants (when relevant), relationships, project management, governmental tables, negotiations, analyzing relevant policy/legislation/legal and overall supporting to further Métis rights. This role also works closely and often with our legal team and/or external lawyers and therefore, must have this experience and a high degree of understanding of Métis rights from a legal grounding and perspective; the Sr. Manager, with Director oversight will work collaboratively with our legal team.
PURPOSE

The Sr. Manager works in collaboration with the Director and MNBC Leadership to support and lead projects or components of projects by managing staff, consultants (when relevant), relationships, project management, governmental tables, negotiations, analyzing relevant policy/legislation/legal and overall supporting to further Métis rights. This role also works closely and often with our legal team and/or external lawyers and therefore, must have this experience and a high degree of understanding of Métis rights from a legal grounding and perspective; the Sr. Manager, with Director oversight and involvement, will lead, manage, and work collaboratively with our legal team.
KEY DUTIES & RESPONSIBILITIES
- Helps to hire staff when needed, while taking on supervising any Ministry of Rights staff; this includes helping with writing Job Descriptions, and hiring, training and mentoring staff.
- Is aware and stays educated and updated in trends and outcomes in law, and legislation and policy of other Indigenous, local, provincial, and national jurisdictions. Identifies and monitors implications, problems or opportunities and utilizes findings to develop recommendations.
- Drafts summaries, reports and/or report chapters, legislation, presentations, and briefing materials, and presents options and recommendations for the Director on issues that could have an impact on the rights of Métis people in BC.
- Actively participates in inter-governmental and expert committees, tables, and working groups formed with key partners such as the Métis National Council and provincial and federal governments.
- Participates in and helps to lead consultative processes with stakeholders, governments, and other Indigenous parties to examine and negotiate on issues.
- Manages, organizes, and leads multiple meetings with other team members, stakeholders, internal and external ministries and departments, governments, organizations, nations, and institutions.
- Monitors trends and emerging issues, including newsworthy stories that relate to our work; keeps on top of where the field of Indigenous rights, Métis rights in particular, is going within the Indigenous experience and forefront.
- Has a lived experience or a strong understanding of inherent Métis rights, interests, and claims, especially in relation to BC.
- Represents MNBC at multiple tables, events and in high level meetings in a professional and diplomatic way, building relationships, while continuing to advocate for the needs of Métis citizens in BC; this can include negotiations on Métis rights, UNDRIP, reconciliation, funding, policy reform, and large projects/initiatives.
- Help in fund development and management of Ministry budgets.
- Reports when needed, in a timely fashion, to MNBC leadership, such as our Rights and Self-Determination Committee, our Minister of Rights and Associate Minister of Rights, and chartered communities.
- Other tasks and responsibilities as required by MNBC as this role and this Ministry evolves and grows.
QUALIFICATIONS
- A minimum of a Master’s degree in a related discipline such as Law, Indigenous Law, Justice/Indigenous Justice, Indigenous Rights/Studies, or another related field. An equivalent combination of education (including Indigenous Education, such as traditional knowledge and/or knowledge holders/keepers, and experience/lived experience may be considered).
- A minimum of 4 years’ experience working directly in the field of Indigenous rights in some realm that provides you with an overview of the issues today facing Métis rights.
- A minimum of 3 years’ experience managing negotiation tables, legal teams, projects, project teams/staff, and/or components of projects and carries a management style that holds space for an Indigenous perspective/need and/or the needs of a diverse staff base.
- A law degree, especially with an Indigenous specialization, and experience in practicing law would be an asset.
- Knowledge and awareness of Métis Nation BC structures, legislation, and acts.
- Knowledge and/or awareness of the historical and contemporary contributions made by Métis people in BC.
- Demonstrated ability to effectively communicate both verbally and in writing.
- Ability to lead, problem-solve, and utilize team-building skills.
- Proven ability to prioritize tasks, meet deadlines, and work with minimal supervision.
- Proven ability to utilize strong interpersonal skills to deal with others effectively.
- Familiarity with Métis rights, relevant laws and court cases, judicial reviews, hearings, and relevant proceedings, and Indigenous law and its applicable resources and trends, both in the public and private sectors.
- Familiarity with related polices, law, and legal processes and the changes that are and need to occur within the BC and Canadian context for Métis.
- Demonstrated ability to lead and be successful at government-to-government negotiation tables;
- Ability to moderate and/or mediate internal dialogue amongst MNBC leadership in a way that supports varying views and opinions, upholds MNBC ultimate goals, respects governance structures and process, while bringing forward recommendations, advice, and ideas in a humble way to seek consensus.
OTHER COMMENTS
- Other duties may be assigned as needed to help ensure the efficient operation of MNBC.
- There will be a need to attend meetings and events which may require work and travel outside of normal business hours.
