Chief Administrative Officer


The Corporation of the Town of Stewiacke is seeking an energetic and experienced individual for the position of Chief Administrative Officer (CAO) for the Town. Incorporated in 1906, the Town is ideally positioned for community focused development and growth. Located in a scenic and fertile area with easy access to Highway 102, between Halifax and Truro, it has a blend of traditional beauty and modern attractions. The Town includes a mixture of rural farmlands, parks, golf course, a trail system, three rivers, and excellent land for commercial and residential development. It has an established service center for those travelling through the area, with room for expansion. There are also attractive residential options, with significant newer developments, along with stately older homes. Services and amenities include health care, a dynamic recreation department promoting active and healthy living, a new school, library, and the pending development of a new and large water source, distribution, and related infrastructure. Successful Town services such as active Recreation and Public Works support a picturesque and desirable way of life. The Town is experiencing significant annual growth in commercial and residential development has a sound financial position, including reserves and a capable work force.
 
The Town of Stewiacke is seeking a strategic leader and manager as our new CAO to ensure our community continues to prosper and grow. Reporting to a Council of seven members, the CAO will lead our senior management team and staff by developing and implementing services, programs, projects, policies, strategies, and objectives. This position is responsible for overseeing all municipal services including infrastructure, human resource management and development, engineering, public works, parks, recreation, finance, community-based fire services, and legislative services. As a leader and facilitator, the successful applicant will support departmental managers and staff in establishing and achieving their performance objectives.  The CAO will also liaise with stakeholders, other municipal units, Boards and Commissions, and other levels of governments on significant projects affecting the Town. Skill and respect for the Governance Process and the roles of elected officials, volunteers, and members of the public is critical to the role. The role requires a confident yet service-oriented leader, who makes decisions based on evidence, builds strong and durable relationships, is oriented to prioritize strategies, and create measurable action plans.
 
The successful applicant will have a university/college degree in Public Administration, Business, or related fields (or equivalent) with recent relevant progressive experience at a senior management level. The candidate should have experience in economic development and negotiations, strategic team-based leadership, financial management, continuous improvement, effective communication, staff and community engagement, exceptional organizational and interpersonal skills. Knowledge of the Municipal Government Act, Development controls, policies, and strategies, as well as current issues in Nova Scotia municipal government and other levels of government are preferred.
