This is planning work at the professional level. An employee of this class applies specialized knowledge of land use policy, architectural review, and urban design, as it relates to major planning projects involving complex, and often politically sensitive issues. The work of this class is distinguished from that of Planner 1, in that more complex tasks of considerable scope and magnitude are performed, and that supervision may be exercised over professional and non-professional staff. The subject Planner 2 positions involved in this posting fall within the development planning group of the Current Planning Division and will be responsible for one of four Town Centres within Burnaby. The Planner 2 positions would lead complex CD Comprehensive Development rezoning applications involving high-density mixed-use and mixed-tenure developments, as well as implementing Council Adopted community plans and policies, including Burnaby’s Rental Use Zoning Policy. Furthermore, the Planner 2 positions would also be involved in the preparation and implementation of Master Plans and Community Plans within their respective areas of responsibility, in consultation with applicants, professionals, other departments, citizens' groups and standing committees. Incumbents are expected to exercise considerable initiative and are permitted considerable independent judgement in developing, completing and administering programs and projects, specifically in their review and preparation of complex current development proposals related to residential, commercial and industrial rezoning applications and the preparation of final reports for submission to Committee and Council. Furthermore, there is an expectation to appear before community groups and the general public to convey information regarding the Municipality's planning programs, and the incumbent may be required to chair meetings and attend City Council meetings, Committees of Council meetings and other civic and outside meetings to represent the department and make presentations and answer questions as necessary. Performs related work as required.
Qualifications include a master’s degree in Planning or related discipline with considerable professional experience in urban or regional planning, or an equivalent combination of training and experience. Thorough knowledge of the principles, practices and objectives of urban and regional planning, as well as municipal land use policy and provincial land use regulations is expected. Ability to plan, assign and supervise the work of subordinates, to express ideas effectively orally and in a written or graphic manner. Ability to establish and maintain effective working relationships with other employees, professionals and the public, and to transmit clearly the principles and requirements of sound planning and development. Ability to work within tight time constraints and manage a heavy and diverse workload is desired. Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners.
