Compliance Analyst
SUMMARY
The Compliance Analyst focuses on organizational compliance with the North American Electric Reliability Corporation (NERC) Mandatory Reliability Standards (MRS). The incumbent will work with the compliance team to assist in the development of the internal compliance program in coordination with FortisBC staff and other contracted support and will ensure the ongoing optimization of the compliance program. This role is accountable for supporting the organization to continually meet its obligations and achieve compliance with MRS. This program is applicable to the Corporation’s asset obligations and requirements under the role of Generation Owner (GO) and Operator (GOP) and Transmission Owner (TO) and Operator (TOP). This role maintains expert knowledge of compliance in relation to Critical Infrastructure Protection (CIP) and Operations & Planning (O&P) Requirements. The incumbent will also provide project management support for reliability and compliance-focused, owner-led initiatives in the facilities. This position reports to the Senior Manager, Compliance, and is based out of the Castlegar Office.
KEY ACCOUNTABILITIES
- Responsible for maintaining the Internal MRS Compliance Program.
- Monitors and analyzes Western Electricity Coordinating Council (WECC) MRS for changes and updates to ensure compliance.
- Conducts internal audits and assessments to ensure compliance with the relevant standards.
- Collaborates with cross-functional teams and third-party service providers to create and implement compliance measures and procedures.
- Provides training and guidance to internal or external teams on compliance requirements and best practices.
- Responds to inquiries from regulatory bodies and provides information and reports as required.
- Manages and maintains documentation of compliance activities and ensures accuracy and completeness.
- Evaluates and recommends updates to company policies and procedures to ensure ongoing compliance.
- Supports the creation of compliance documents including Physical Security Perimeter Management, Vegetation Management Program, and Facilities Ratings Methodology.
- Participates in Risk Assessment, Internal Controls and Policy, Process, Procedures, and Evidence template documentation as required by the MRS.
- Supports the organization in meeting its obligations and complying with the MRS requirements.
- Assists in the process of registration with the British Columbia Utilities Commission (BCUC) and responsible for functional registrations of GO, GOP, TO & TOP.
- Participates in self-audit and compliance monitoring programs occurring on a more frequent basis but in alignment with expected WECC three-year frequency of compliance audit.
- Representative as assigned, on various projects and industry workshops through webinar and annual conference attendance in relation to MRS compliance within the WECC.
- Participates in compliance with WECC audit response.
- Assists in the implementation of processes and provides internal expertise to ensure timely and accurate response to compliance audit inquiries.
- Maintains positive relationships with both internal and contracted on-site staff.
- Provides owner perspective and onsite leadership and troubleshooting during compliance related testing at the power facilities.
- Provides support for a variety of reliability or compliance-focused initiatives.
- Develops and manages contracts for contractors, consultants and specialists in support of compliant operations at the facilities.
- Provides compliance leadership, with respect to the requirements imposed on all Generation and Transmission equipment and systems, in support of annual and long- range planning and budgeting at the facilities.

QUALIFICATIONS
Training and Experience
- Bachelor’s Degree in Engineering, Business Administration or a related field.
- Minimum of five years of demonstrated experience in a related compliance role associated with Bulk Electric System (BES) risk, preferably in hydroelectric facilities.
- Strong understanding of MRS and CIP standards as outlined from NERC and their implementation within the Province of British Columbia.
- An alternative combination of education, training and related experience may be considered.

- Knowledge of compliance management within WECC, preferably administered within British Columbia.
