DEVELOPMENT SERVICES MANAGER

Regular Full Time Position
 
The District of Saanich is seeking an experienced Professional Engineer to manage the Development Services Section of the Engineering Department. The Development Services Manager is responsible for leading a unionized technical team in their review of engineering service design drawings for all new subdivisions, rezoning and development permits including all financial terms and conditions and Public Works inspections.
 
The Manager will lead the Development Services Section to provide innovative, progressive and environmentally appropriate engineering solutions related to land development. The Manager is responsible for the performance and coordination of all activities related to residential, commercial and industrial land use development servicing proposals, from initial application through to development approval, including subdivision, rezoning, development permits, application of development cost charge bylaws and extended service bylaws.  Management duties include leading, supervising, and staffing the section.  The Manager will ensure that the section’s work is coordinated and aligned with the goals of the Engineering Department and the District.  The Manager will attend Public Hearings, representing the Engineering Department.

Requirements include an undergraduate degree in Engineering or related field, registration as a Professional Engineer with Engineers and Geoscientists of BC (EGBC) with six years of progressive experience in a related position specific to land development processes and development controls. Candidates should have a demonstrated ability to lead and supervise employees in a unionized environment and possess a valid B.C. Class 5 Driver’s Licence with a personal vehicle available for use as and when required. Experience in land development, design and project management of municipal infrastructure projects, cost estimating, budget controls and contract administration/field inspections, and project close out processes would be an asset.  Candidates with an equivalent combination of education and experience may be considered.
 
The annual salary for this exempt position is $101,115 - $116,650 (2022 rates) and an excellent benefits package. Role profile and competition information can be found at www.saanich.ca.
