Description
Reporting to the Director, Public Works, Roads and Utilities, the Manager, Roads and Drainage is part of the department’s management team and is responsible for planning, organizing, directing and coordinating the operations of the Roads and Drainage Division of the Engineering Department. The incumbent supervises directly and through subordinates the construction, maintenance, repair of roads, streets, surface drainage systems and all types of concrete work. Other functions include full responsibility of the budget cycle, monitoring cost effective operation and projects. In addition, this position oversees, directs and provides leadership to employees (i.e. hiring, training, developing employees and overseeing the deployment of work schedules) by ensuring policies, procedures and safety practices are followed. Other responsibilities include involvement in labour relations issues which entail upholding the conditions of the collective agreement along with performance and attendance management. Performs related work as required.
The successful candidate will preferably have a Diploma in Civil Engineering with a minimum of 5 years of recent related experience at the management level preferably in public works operations or maintenance field; or, an equivalent combination of education, training and experience. Eligibility for certification by the Applied Science Technologists and Technicians of BC (ASTTC) is preferred. This role requires the thorough knowledge of strategic planning, contract administration, departmental budgeting and risk management; financial management principles including controls, mitigating risk, contractual and legislative obligations and e-business system requirements; policies, rules, regulations and legal requirements governing the work and of the Community Charter as it relates to the work; methods, procedures, materials and equipment used in roads and drainage operation, maintenance, repair and construction; the hazards involved in the work and of required safety methods and procedure; and the ability to: manage complex projects and construction, maintenance and related operations with minimal supervision while demonstrating solid leadership and organizational skills; establish priorities and accomplish objectives; manage a variety of competing deadlines within time and budget constraints; prepare for and meet emergency situations (eg. snow and ice removal, flood, etc.) and to organize and direct crews and equipment to deal with emergencies; anticipate trends and create innovative strategies, flexible plans and improved work procedures and methods; lead, supervise and motivate the work of staff; establish and maintain effective partnerships and working relationships with managers, employees, unions, elected officials and a variety of outside agencies (e.g. consultants and technical associations); and requires skill in the use of office computer applications such as SAP and Infor (Hansen). Driver’s Licence for the Province of British Columbia is required.
