This is technical, field and project coordination work of moderate complexity performed in the Traffic Division of the Engineering Department and involving participation in the development and implementation of larger traffic management projects. The incumbent participates with supervisors and representatives of associated external agencies in the development of project scope and objectives on various large traffic management projects related to infrastructure and operational improvement, testing and evaluation; prepares and submits project tender documents based on established formats; reviews bids with superiors and recommends contractors; monitors compliance with plans, specifications and schedules and administers project budget; resolves disputes with contractors, authorizes minor design changes in the field and refers others to a superior; attends final inspection, issues notice of acceptance and payment authorization; liaises with a variety of external agencies on traffic system infrastructure improvements; recommends partnership and funding agreements subject to approval by a supervisor; investigates traffic problems in response to complaints from internal and external contacts; makes periodic site inspections during installation of traffic signals and relocation of street light poles to ensure correct placement of hardware, answer questions and assist contractor with minor problems; programs signal timings for isolated and computer coordinates signal systems. Performs related work as required.
Qualifications include completion of a certificate program in civil technology including courses related to traffic engineering and traffic signal system design, plus considerable related experience or an equivalent combination of training and experience. Considerable knowledge of applicable department rules, regulations and procedures; practices, techniques, methods and equipment used in traffic engineering operations. Sound knowledge of the municipality’s street layout and by-laws as related to the work performed; traffic engineering design principles and practices. Ability to monitor and inspect the work of independent contractors for compliance with project terms of reference and schedules and to resolve minor complex problems in the field; review plans, investigate issues, collect, summarize, analyze and interpret data and prepare reports complete with recommendations, and to prepare related maps, drawings and estimates; monitor the operations of traffic signals and to oversee and assist in the maintenance, repair and installation of traffic signal systems. A valid driver’s license for the province of British Columbia is required.
This is a Temporary Full Time opportunity until December 31, 2022.
