Business Economic Development Manager

Reports to:
President and Chief Executive Officer

Acho Dene Koe First Nation’s Traditional territory and waters span three jurisdictions: British Columbia, the Yukon Territory, and the Northwest Territories. The First Nation is currently negotiating modern treaties in British Columbia, Yukon, and with self-government and land claim negotiations in Northwest Territories with the Government of Canada.
Our main community is currently settled in Fort Liard, Northwest Territories. Our members continue to use and occupy our Traditional territory. We adhered to Treaty 11, and we assert Aboriginal rights, including title, throughout our Traditional territory.
Acho Dene Koe First Nation owns several entities and assets under one umbrella entity – ADK Holdings Ltd. The holding company has interests in oil and gas development and reclamation, construction, camps and catering, drilling, energy transmission, real estate, heavy hauling, crane services, aviation, operations, and maintenance with future potential in forestry and long-haul trucking.

The Opportunity
The Business Economic Development Manager delivers a suite of programs and services to perform the following duties: develops policies and administers programs that promote industrial and commercial business investment for the First Nation; may conduct social and economic surveys within the area to assess development potential and future trends; plans business development projects through liaison with a variety of industry, commercial enterprise, and government agency representatives; review feasibility studies, or business plans; provides advice on procedures and requirements for lending agency and government funding approval and may be required to conduct competitive analysis and market research for business ventures. He or she works closely with other business support agencies and financial institutions. Responsible for band economic activities, band-owned companies, and financial activities with a goal of improving and advancing the Business Plan of the economic development corporation.
The position will require the person to perform extensive travel, not only within Northwest Territories, but also Yukon, British Columbia (primarily within Acho Dene Koe First Nation’s Traditional territory; as well as Vancouver), and Alberta (primarily Calgary).
The position will include a rotating schedule with residence in the local community – Fort Liard (on a 2-weeks rotation).
Housing to be included as part of the position.

SALARY: $97,000 - $117,000 PER YEAR dependent on education and experience.

Essential Duties and Responsibilities

  • Support development, promote and implement long and short term strategic economic and business plans.
  • Oversee and ensure compliance of the various partnership agreements proven per the approved agreements, policies, budgets, standards, and guidelines.
  • Aid with the development, review, implementation, and administration of relevant agreements.
  • Provide a sectoral analysis of potential business activity.
  • Aid with finding and applying for available grants and funding opportunities to support economic recovery post-pandemic.
  • Review, recommend and present right opportunities, projects and potential proponents.
  • Support Band members who have existing businesses or are interested in starting businesses to find economic opportunities that align to Acho Dene Koe First businesses.
  • Preparing, submitting, and reporting proposals to various funding agencies and financial institutions to ensure the Nation and economic development companies has access to financial resources to support economic growth.
  • Research and analyze different industries and markets for business development, expansion, or modernization for new and existing businesses.
  • Supply briefing notes on potential economic development proposals.
  • Liaise to provide economic development information and advice.
  • Aid in the development of memorandum of understandings with potential business development partners.
  • Aid with implementation of policies, procedures, and administration of all economic development related activities.
  • Attend executive and special meetings as needed.
  • Maintain confidentiality on all matters relating to the affairs of the Acho Dene Koe First Nation.

Position Qualifications (Knowledge, Skills & Abilities)

  • Preference will be given to candidates with a degree in economic development, business management, and/or commerce, or an equivalent combination of education and experience.
  • Preference will be given to those who have proven record of accomplishment in business or economic development with a minimum three years of relevant senior management experience preferably in a First Nations environment. But fresh graduates are strongly encouraged to apply.
  • Proven ability to work with Business and investors to develop joint venture opportunities.
  • Related work experience, particularly in a northern or remote environment.
  • A solid understanding of business principles, community economic development, accounting principles, financial analysis, and evaluation.
  • Possess professional attributes, communication skills, technical skills, and report writing skills.
  • Experience working with large operational budgets.
  • Strong negotiation skills.
  • Well organized with excellent strategic planning skills.
  • Knowledge of First Nation governance, government programs, and services.
  • Ability with Microsoft Office applications such as Outlook (email), Word, Excel, etc., and ability to learn new computer applications.
