City Manager - City of Toronto

City of Toronto

City Manager

We are seeking the City of Toronto’s next City Manager to uphold the City’s mission & values and develop winning strategies that deliver results in one of the most vibrant and diverse cities in the world.

Toronto is home to more than 2.9 million people whose diversity and experiences make this great city Canada’s leading economic engine. As the fourth largest city in North America, Toronto is a global leader in such areas as business, technology, finance, entertainment, and culture. Canada’s largest and most multicultural city, Toronto is often cited as one of the best places in the world to live. Meeting the diverse service and program needs of this dynamic and growing city is an award-winning public service team working across more than 40 divisions.

Toronto’s City Manager is the most senior official in the City’s administrative structure, with accountability to the Mayor and City Council for the policies and programs delivered by members of the Toronto Public Service. In carrying out this challenging mandate, the City Manager is assisted by three Deputy City Managers– responsible for the Community & Social Services, Corporate Services, and Infrastructure & Development Services portfolios - and the Chief Financial Officer.

As the next City Manager, you will be a true steward and champion of the City's people and resources. You will lead the Toronto Public Service in its ongoing journey of transformation and modernization, ensuring continued momentum and progress. Strategically minded and results-oriented, you will execute on the overall strategic direction for the City by establishing corporate goals, objectives and priorities that align with the City’s Corporate Strategic Plan and City Council priorities.  As City Manager, you will be integral to managing the relationships with the City's many agencies and corporations, other municipalities, the Ontario Public Service, Public Service of Canada, and other key stakeholders throughout the private and broader public sector.

You must have, and demonstrate, political acumen and emotional intelligence as a strategic advisor to the Mayor & Council, working actively to advance Council’s mandate while ensuring a system of efficient, responsible, and accountable administration and operations. A motivating leader, you will foster a culture of collaboration, engagement, and shared values.  You will also have overarching responsibility for the City’s Equity and Reconciliation approach.

With a proven track record of success in advancing organizational priorities, you will be adept at creating opportunities for service innovation and effectiveness, including shared success across programs, divisions, partner agencies and organizations.  You will ensure that City services, programs, and policies are responsive to the needs of Toronto's diverse communities by promoting and managing human rights and implementing key corporate initiatives to foster equity, diversity and inclusion in all City policies and practices.

As the successful candidate, you will be an experienced administrator with a strong understanding of Toronto’s municipal government. You will be well-grounded in the necessary operations and duties of local government, with a knack for meeting the needs of the community, support sustainable budgeting, provide strong leadership and support to staff, and excel in employee and community relations.

In this exceptional leadership role, you must be a resilient, agile, and strategic organizational leader with the confidence to navigate within a large, complex, multi stakeholder organization, all balanced with humility, and empathy for others.  Supporting the Mayor and Council, while prioritizing competing responsibilities, in your role as City Manager you will build trust to create and support an organizational culture that embraces change, diversity, and fosters professionalism, honesty, innovation, and an enjoyable work environment. Interested applicants should have a desire and passion for public service, embrace our highly engaged communities, and take an interest in Toronto’s rich culture, history, and vision.

As a dedicated public servant, you will be creative and forward thinking, find opportunities for shared partnerships that will support City projects and initiatives; work effectively with residents and the business community, including developers; and support economic development strategies.

Diversity is our Strength, and as such, you champion diversity, inclusiveness, and equity of opportunity and are prepared to deliver on the diversity initiatives including integration of this in practices throughout the organization – with and through your team. Your relational leadership style models an innate ability to inspire, mentor and motivate talented individuals and you possess a leadership track record with accomplishments that are underpinned by a post-secondary degree in a relevant discipline and several years of senior management experience.

To apply to this mission-critical, executive leadership role in municipal administration, submit your application to Phelps at careers@phelpsgroup.ca, specifying the job title in the subject line of your-mail. Application deadline: August 22nd, 2022
