ABOUT THE OPPORTUNITY
We are seeking a highly motivated, team-orientated individual to join our executive leadership team as the Chief Public Affairs Officer.

Reporting to the Chief Executive Officer, the Chief Public Affairs Officer is accountable for leading the development and management of strategic engagement activities across a broad portfolio including intergovernmental affairs, justice and Métis rights, environmental protection, economic development, and natural resources. The position leads strategic engagement and negotiations with the provincial and federal government, industry organizations, First Nations, and other sector entities to support key initiatives and priorities. The position works closely with the leadership team in the refinement, design, and integration of organization wide, cross-team systems and processes to ensure alignment and increased operational efficiency.

The Chief Public Affairs Officer leads the following strategic functions:

Leadership and Sector Strategy

  • Provides leadership, coaching, and oversight to a team of senior level directors with a focus on relationships, economic partnerships, Métis rights, and the environment.
  • Leads and oversees the management of the First Nations Engagement Strategy.
  • Represents MNBC’s interests in processes at the local, provincial, and federal government levels to negotiate agreements, rights, develop economic, and/or other arrangements.
  • Engages with industry and industry associations to build and create relationships with stakeholders across the portfolio.
  • Develops, in collaboration with the executive management team, operating plans that support MNBC’s long-term strategic objectives.
  • Assists the executive management team in developing and overseeing the long-term business strategies for the organization.
  • Fosters a culture that promotes equity, diversity, and inclusion, promotes ethical practices, ensures a citizen-centered approach, and encourages individual integrity.
  • Leads engagement to connect employees to the vision and strategic plan and ensures a healthy organizational culture.


Intergovernmental Affairs

  • Develops comprehensive strategies focused on the overall advocacy activities of the organization.
  • Provides advice on important strategic, policy, and legal issues to the CEO and/or board and works collaboratively with a wide range of First Nations, Indigenous Governing bodies, organizations, and other levels of government as well as internal and external partners and stakeholders.
  • Liaises with government officials and stakeholders to exchange information, prepare deliverables, and coordinate meetings.
  • Develops and oversees relationships with Indigenous communities and seeks out strategic opportunities related to reconciliation and/or UNDRIP.
  • Exercises advanced political acumen and critical thinking skills to identify risks and leverage opportunities that can be addressed through organizational planning, and/or creative partnerships.


Justice and Métis Rights

  • Develops and maintains expertise with respect to reconciliation objectives and obligations under UNDRIP and section 35, related federal and provincial legislation, policies and procedures, the interests, priorities and cultural perspectives of Métis people and the nation, and the status of strategic rights discussions between the provincial and federal governments.
  • Supports MNBC’s efforts to negotiate a self-government agreement with Canada.
  • Develops and maintains a range of justice services that align with the organization’s strategic goals and objectives.
  • Leads justice measures that are culturally specific and incorporate Métis values, traditions, and culture.
  • Establishes working relationships and partnerships to provide support and advocacy to Métis Citizens in need of justice support.


Environmental Protection

  • Leads and oversees the development of policy, legislation, and/or negotiating mandates to advance MNBC’s environmental protection priorities. This may require the incorporation of Métis interests/perspectives and the province’s obligations, including initiatives that significantly re-shape climate action policy and/or legislation in a manner that reflects MNBC’s priorities, and inclusion of Métis perspectives.
  • Leads policy, legislative or other initiatives, and/or negotiations to address issues relating to MNBC’s interests as they intersect with government and Nation to Nation clean energy and climate action objectives.
  • Makes, or oversees the development of presentations and advice to the Minister, CEO/Deputy Minister, and/or other government officials.


Economic Development and Natural Resources

  • Oversees analysis on economic and resource related issues and provides strategic policy advice and recommends options to reconcile MNBC’s broader economic and natural resource objectives.
  • Builds and maintains relationships with Indigenous Nations leadership, groups and/or organizations to stimulate information sharing and encourage future economic opportunities and/or partnerships.
  • Builds and maintains relationships with senior level executive stakeholders, both internal and external, from other Ministries, industry, stakeholder organizations and regulatory bodies.


THE IDEAL CANDIDATE

  • A Master’s degree in a related discipline such as Natural Resource Management, Economic Development, Economics, Aboriginal Studies, Law, or Business/Public Administration and at least eight (8) years related leadership experience in a similar organization. An equivalent combination of education and experience may be considered.
  • At least five (5) years’ experience leading complex, multi-party negotiations/engagements with First Nations and/or the provincial/federal government, or comparable experience leading negotiations in matters of similar profile and significance.
  • Demonstrated experience leading, planning, coordinating, and managing diverse teams, complex projects, and work assignments.
  • Knowledge and/or awareness of the historical and contemporary contributions made by Métis people in B.C.
  • Experience and knowledge of policy development, project management, and strategic planning and performance management.
  • Excellent communication skills, with a demonstrated clarity in communicating complex concepts; ability to prepare, and present complex issues.
  • Experience working in sensitive positions demanding confidentiality, discretion, independence, objectivity, and adhering to ethical guidelines.
  • Ability to successfully manage and stitch together organizational agendas and priorities.

 
OTHER COMMENTS

  • Other duties may be assigned as needed to help ensure the efficient operation of MNBC.
  • There will be a need to attend meetings and events which may require work and travel outside of the normal business hours.
  • Ability to provide a satisfactory Criminal Record Check.
  • Valid BC Class 5 Driver’s license and access to reliable personal vehicle for work purposes.
