Job Description
Athabasca County is currently accepting applications for a full time, permanent Public Works Manager to join our team in the picturesque town of Athabasca.
Reporting to the Director of Infrastructure Services, the Public Works Manager is responsible for assisting in the management and supervision of the Infrastructure Services Department, which includes the oversight of capital projects and operations approved by Council.  These include, roadway maintenance and construction operations, shop and equipment services and the oversight of the county gravel program.

Key Responsibilities:

  • Provide ongoing leadership and supervision to all fulltime and casual staff in the Public Works department, including performance management, staffing, and development.
  • Provide leadership and manage the Public Works department’s day to day operations by coordinating, supervising, and delegating appropriately.
  • Manage, direct, and supervise a variety of operational services that meet the needs of the community including road maintenance, construction, and snow removal operations.
  • Oversee the County’s gravel program through the management of current gravel pits and inventory.
  • Assist with the County’s bridge management by ensuring all maintenance requirements are completed in a timely manner.
  • Ensure that all services being offered by the department are in accordance with the policies and direction established by Council. This is to include public awareness, particularly on projects or changes in policy that will directly affect on-site residents or different user groups.
  • Participate in strategic planning, annual and long term operational or capital planning, budget planning and coordinate specific service delivery planning processes.
  • Develop and maintain a maintenance management program for county assests through the implementation of a comprehensive prevenatitive maintenance program.
  • Provide reports to administration and council with clear analysis and recommendations.
  • Coordinate the development and maintenance of the County Health & Safety programs and the Alberta Municipal Health and Safety Association COR certification and ensure annual audits are performed.

Key Requirements:

  • Post-Secondary diploma or degree in Civil Engineering technology or related field with a C.E.T. designation or equivalent.
  • Minimum of 5 years related experience in public works and utilities, or a related field, with a minimum of 3 years experience in a senior supervisory role.
  • Education, knowledge and experience in fleet operations and maintenance, and the construction and maintenance of bridges, roadways and buildings.
  • Strong working knowledge of the principles, practices and technicques of public works, road construction and maintenance and bidge management.
  • Strong working knowledge of all applicable federal, provincial and local laws, codes and regulations governing the administration of public works and public utilities functions and activities.
  • Strong understanding of the principals and practices of public administration, including asset management, budgeting, purchasing, maintenance of public records and long-range planning.
  • Ability to establish and maintain effective working relationships with Council officials, staff, private and community organizations, developers, contractors and other members of the public encountered in the course of work.
  • Proficient in the use of computers with good working knowledge of Microsoft Office suite and the ability to use a variety of software.
  • Valid Class 5 diver’s license and satisfactory driving record is required.

The current annual salary range for this position is $90,898 - $107,020. Athabasca County also offers an extensive total compensation package that includes attractive time off policies, employer paid extended health & wellness benefits and contributions to the Local Authorities Pension Plan (LAPP).
