Position Summary: 
The Manager of Agriculture and Environment is responsible for the development and management of agricultural and environmental programs and policies within Wheatland County. The Manager of Agriculture and Environment will provide leadership and expertise regarding specific legislation related to these programs and policies.

The Manager of Agriculture and Environment will typically fill the role of Agricultural Fieldman for the Wheatland County Agricultural Service Board (ASB), pending appointment to this board position by Wheatland County Council. The Manager of Agriculture and Environment is required to be willing and qualified to fulfill the role of Agricultural Fieldman for the ASB, subject to Wheatland County Council’s wishes, to act as a Designated Officer of the County in fulfilling all responsibilities of the Agricultural Fieldman in accordance with the Alberta Agricultural Service Board Act and any other applicable legislated Acts and Bylaws.

The Manager of Agriculture and Environment oversees Wheatland County’s Agriculture and Environment team, administers, and implements agricultural and environmental policies and programs within the County, executes and ensure adherence to applicable legislated statutes and regulations, and manages the County’s budget and expenditures pertaining to all responsibilities and duties assigned to the Agriculture and Environment team.

The Manager of Agriculture and Environment has the following direct reports: Agricultural Services Officer, Agriculture and Environmental Program Coordinator, Agricultural Conservation Coordinator, and the Agricultural Services Foreman.

Key Responsibilities:
  • As a manager with direct reports, participate in the recruitment and selection process, conduct new employee onboarding / orientation, train, coach, performance manage, participate in the progressive disciplinary process up to and including terminations, participate in employees’ career development, and actively participate in other corporate- endorsed human resource management processes and procedures.
  • Recommend, prepare, and implement Wheatland County and ASB policies; plan, administer and evaluate ASB programs.
  • Prepare and manage the Agriculture and Environment department operating and capital budget in conjunction with the County and the ASB business and strategic plans.
  • Submit the appropriate documentation to Alberta Agriculture, Forestry and Rural Economic Development, as part of grant agreement.
  • As designated officer, provide leadership and expertise regarding any legislation related to agricultural programs and services within Wheatland County; for example, inspector under the Weed Control Act; inspector under the Agricultural Pests Act; officer under the Soil Conservation Act; and participant, when required, under the Animal Health Act.
  • Oversee the following programs:
    • Weed inspection including the villages of Rockyford, Standard and Hussar
    • Weed control on municipal lands including roadsides, hamlets, municipal building yard sites, waste transfer sites and gravel stockpiles
    • Licencing of stationary and portable seed cleaning plans
    • Roadside mowing of all maintained municipal roads outside of hamlets
    • Forage seeding on road construction projects and disturbances
    • Reclamation of road construction borrow areas in conjunction with public works
    • Pest inspections including issuance of toxic devices for coyote control in confirmed cases of livestock predation
    • Insect and disease surveys in cooperation with Alberta Agriculture and Forestry
    • Retail sales of 2% liquid strychnine (if available) to agricultural producers
    • Richardson’s ground squirrel control in hamlets and waste transfer sites
    • Promotion of environmentally sustainable agricultural practices
    • Administration of the ASB bursary program
    • Administration of application for roadside haying
    • Chemical treatment of brush in conjunction with public works brushing program
    • Equipment rental and safety program
    • Wheatland County environmental program
  • Conduct project research and prepare associated reports and presentations.
  • Ensure adherence to all applicable Wheatland County policies and bylaws.
  • Work with senior management to ensure appropriate workplace health and safety objectives are met and provide guidance to the Health and Safety Officer regarding the planning and implementation of occupational health and safety initiatives.
  • Maintain own compliance with OH&S and ensure all applicable employees are in compliance with OH&S including employee attendance at regular safety tailgate meetings, employees being properly trained in OH&S related topics and ensuring employees complete work in a safe manner; participate with other management team members regarding OH&S initiatives (e.g., participate in the Wheatland County Emergency Response Plan).
  • Appropriately, and in a timely manner complete administrative tasks (e.g., review and approve staff timesheets; maintain program records; prepare agendas for ASB meetings; prepare reports for ASB and Council meetings; prepare an annual report on ASB activities for inclusion in the County’s annual report).
  • Relate to and communicate with co-workers, management, customers, public, and vendors sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally.
  • Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis.

  • Post-secondary diploma or degree in Agriculture with related agricultural experience
  • Ideally 2-3 years of supervisory experience
  • Hold a valid pesticide applicators’ licence with the certification classes of agriculture, industrial, landscape, and exterior rodent control or ability to obtain exterior rodent control
  • Hold a valid Form 7 permit for coyote and skunk control, or have the ability to obtain accreditation
  • Proficiency in the use of computer programs including MS Office Suite (Word, Excel, Outlook); proficiency in the use of GIS and GPS technology would be an asset
  • Excellent communication skills including written and verbal
  • Effective problem solving and decision making skills
  • Effective organizational and time management skills
  • Ability to multi-task in a fast paced environment
  • Effective leadership skills
  • Valid Class 5 Alberta drivers’ licence
Working Conditions:
  • Work requires both field and office settings with travel to various County sites
  • This position works a 5 day work week, Monday to Friday; hours of work: standard 37.5 hour work week
  • Occasional overtime may be required
