The City of New Westminster is seeking a Transportation Planning professional to join our dynamic team. Reporting to the Senior Transportation Planner, this position requires specialized knowledge and skills in multi-modal transportation planning and will be responsible for a range of duties, including: review and assess development applications such as Development Variance Permits, Official Community Plan and Zoning Bylaw amendments in accordance with City bylaws and policies from a transportation planning perspective, and neighbourhood transportation plan development, implementation and monitoring. You are a professional with excellent problem solving skills who exercises considerable initiative and independent judgement in professional transportation planning matters. You are comfortable engaging with residents, community organizations, developers, Council and various interest groups. You are committed to developing and delivering projects of smaller/medium scope to achieve the City’s Sustainable Transportation priorities.

Key Responsibilities:

  • Completes development application reviews for the Transportation Division.
  • Implements transportation projects including development and delivery of public engagement programs.
  • Contributes as a member of a program team, providing transportation planning expertise, identifying planning and project risks and opportunities, based on research and analysis of transportation data, trends and issues.
  • Develops and manages relationships with stakeholders, contractors and consultants to understand needs, keep everyone informed, resolve moderate issues with defined limits, and monitor contract compliance.
  • Provides regular updates and notifications to the Senior Transportation Planner regarding critical issues.

Key Experience, Skills and Personal Attributes:

  • Considerable knowledge of the methods, practices and techniques, used in transportation planning.
  • Considerable knowledge of the rules, regulations, policies, bylaws and objectives governing the operations of the Transportation Division.
  • Working knowledge of municipal zoning bylaws and understanding of Official Community Plans and Transportation Plans.
  • Considerable knowledge of standard research methods and techniques, and of the current trends and developments in transportation planning.
  • Knowledge and understanding of site design and ability to review development design drawings with a particular lens toward universal accessibility and safety.
  • Ability to perform planning, research and analytical tasks, apply statistical techniques and communicate effectively in oral and written form.
  • Working knowledge and ability to use Adobe Creative Suite to prepare visual materials and update project webpages is strongly desired.
  • Ability to prepare reports and recommendations on a variety of planning projects, programs and policies.
  • Ability to establish and maintain effective working relationships with staff, internal and external contacts, consultants, and authorities.
  • Ability to act in a coordinating capacity internally within the department and with City officials and other interested groups, which includes citizen groups.
  • Ability to act as divisional/departmental representative on Municipal and regional committees and, as advisor, liaison and resource to internal and external contacts.
  • Ability to exercise sound, consistent judgement and creativity to a variety of planning matters, problems and projects.
  • Ability to problem solve and to make recommendations and decisions on a variety of technical matters, problems and projects.
  • Knowledge in sustainable transportation and land use practices
  • Knowledge in emerging transportation technologies including automated vehicles and shared mobility.
  • Strong interpersonal and negotiation skills to establish inclusive relationships.

Required Education and Experience:
University graduation in a related discipline, plus a post graduate degree in Planning supplemented with technical training in transportation and 1 - 2 years’ of professional experience in transportation planning, preferably in a local government setting; or an equivalent combination of education and experience.
