Job Description:
The City of Penticton's Public Works Department is in search of a highly skilled and energetic individual for the position of Utilities Foreman. The Public Works department keeps our community safe by providing clean, safe, drinking water, a reliable sanitary sewer system, and storm-water drainage to help prevent flooding. This department manages the roads in our community, as well as the parks and cemetery, and collects your garbage and recycling. To help support these services, as well as those delivered by other departments, the Public Works department also manages the City's fleet of vehicles.

Reporting to the Public Works Utilities Supervisor, the Utilities Foreman plans, organizes, supervises and participates in daily installation and repair of City infrastructure related to water distribution, waste water collection, storm water collection. The Utilities Foreman is directly responsible for daily oversite of the Uni-Directional Flushing Program, Hydrant Maintenance Program, Sewer and Storm Water Flushing Program, Leak Detection Program, Valve Exercising Program and other related ongoing maintenance programs. The Utilities Foreman is also responsible for installation and maintenance of new and existing mains and services pertaining to the Water, Waste Water and Storm Water systems.

Key Responsibilities:
  • Organizes, directs, trains, supervises and assists Public Works employees engaged in the duties of maintaining, operating, and constructing City infrastructure.
  • Assist in training staff and ensures workers are complying with Worksafe standards, and the City of Penticton Health and Safety Policy.
  • Conducts site inspections to plan, prioritize work and to ensure work is of proper quality, on schedule, within budgetary scope, and satisfies safe work practices and regulations.
  • Provides technical guidance, leadership, motivation, coaching, instruction and direction to work crews. In conjunction with Utilities Supervisor, reviews problems, evaluates performance and coordinates staff training.
  • Participates in the planning, development and implementation of capital projects, operating and capital budgets, corporate policies/procedures, comprehensive maintenance programs and risk management.
  • Arranges equipment, materials and support services from external and internal sources. Supervises contractors or volunteer groups as required. Purchases materials, services, equipment adhering to City Purchasing Policy.

Required Qualifications:
  • Completion of Senior Secondary School or equivalent.
  • Water Distribution Level 3 certification through Environmental Operators Certification Program (EOCP), or the equivalent combination of education and experience with the ability to obtain.
  • Waste Water Collection Level 2 certification through Environmental Operators Certification Program (EOCP), or the equivalent combination of education and experience with the ability to obtain.
  • Valid Class 3 Driver License with Air Brake Endorsement.
  • Courses or certificates in WHMIS, TDG, First Aid, Fall Arrest, Confined Space Entry, Utility locates, hydrant maintenance, water main repair and disinfection.
  • Minimum 5 years direct hands on experience in underground utility construction work with a minimum of 2 years of supervisory experience.
  • Excellent leadership qualities including interpersonal and communication skills.
  • Thorough knowledge of municipal infrastructure maintenance, construction and operation principals, safe work practices and applicable safety regulations as they relate to Public Works Operations.
  • Necessary knowledge of Utility locating equipment and metal detectors.
  • Operating knowledge of fire hydrants, pumps, water meters, pressure reducing valves, air release valves, reduced pressure backflow devices, DCVA's and related utility equipment.
  • Operating knowledge of all Public Works related equipment including but not limited to sewer flush truck, single/tandem axle gravel trucks, wheel loader, backhoe, excavators, valve exercising machine and miscellaneous small equipment related to underground utility repair.
  • Ability to read, comprehend and interpret construction plans and specifications.
  • Ability to work co-operatively or independently, problem solve and exercise sound judgement.
  • Ability to keep accurate written and digital documentation of daily duties performed.
  • Ability to perform heavy manual labor in various weather conditions.
