We are currently accepting applications for the position of Senior Manager, Utilities.
Reporting to the Director, Public Works & Transit, the Senior Manager, Utilities is responsible for directing and managing the City Utilities including water distribution, wastewater and storm water collection and solid waste. The Senior Manager is responsible for overseeing the management of financial, operational and capital programs, service delivery, fiscal policies and related budget, ensuring that the long-term vision for Utilities aligns with Council goals, policies and bylaws in accordance with Provincial and Canadian Regulations. The Senior Manager, Utilities provides strategic planning and leadership for related corporate and community short term and long-term action plans.
This incumbent must effectively manage resources to provide high quality, cost-effective public service to St. Albert residents, visitors, & other internal clients. The Senior Manager will guide frontline services to ensure compatibility with the City’s strategic plan through support and direction to managers and supervisors. The role is accountable to monitor operations to ensure compliance with Occupational Health and Safety legislation, ISO 14001 standards and Council approved service levels.
This role is suited to an individual with strong business acumen, leadership, interpersonal and management skills. The person we seek has knowledge and experience in contract management, engineering standards, human resource management, equipment utilization and transportation infrastructure. Excellent oral and written communication skills are required, as well as comfort making public presentations. The incumbent will have the ability to build positive and constructive working relationships with a variety of internal and external stakeholders, including representing the City on regional groups and committees.
- Bachelor’s Degree in Engineering, Commerce or a related field combined with a 7 - 8 years of progressive responsibility in utility operations and management which includes a minimum of 5 years of personnel management, leadership and strategic planning experience is required.
- A Designation with an appropriate certifying body related to this field of work is an asset.
- Strong business acumen with excellent planning and financial management skills.
- Fully conversant in the use of Microsoft Office applications.
- A Class 5 drivers licence and the use of a personal vehicle for work use are required for this role.
HOURS OF WORK
Eighty (80) hours bi-weekly, Monday – Friday (8:00 – 5:00). There is a requirement of additional and evening hours to meet expectations. Covered under the City’s Leadership Team directive, the Senior Manager will receive one Earned Day Off (EDO) per month.
$129,200 - $155,800 per annum. In addition, the City of St. Albert offers a comprehensive benefit package including a defined benefit pension plan.
