Reporting to the Director of Corporate Services, the Manager, Climate Action and Energy provides leadership and strategic oversight of the City’s Climate Action Framework and City Energy Strategy. The Manager provides expertise, advice and support for the implementation of the City’s sustainability strategies; leads compliance of related City environmental bylaws by external parties; provides senior level expertise and advice to Directors, Management Committee and Council; analyses, evaluates and responds to the needs and priorities of departments, Council and Committees; supports departments in reviewing policies and business processes; manages and directs staff members and provides guidance; performs recruitment, performance management, training and coaching; conducts investigations and administers discipline; represents the department at grievance hearings, arbitrations and labour management meetings; prepares and manages operational and capital budgets, CARIP and grant funding; researches and analyzes complex data; recommends and prepares technical and non-technical reports for Director, Council Committees and Council. Performs related work as required.

Qualifications include a master’s degree in environmental science, engineering, planning or a related discipline and eight years of progressive professional sustainability experience and a minimum of two years management experience or an equivalent combination of education, training and experience. Project Management Professional (PMP) certification is an asset. The role requires thorough knowledge of sustainability principles, practices and techniques; climate change adaptation and mitigation and sustainable energy management; general principles of municipal government structure and processes, including regulations concerning GHG and Climate Action. The ability to influence all levels of the organization including Council members; manage, lead, coach and motivate staff; prepare and manage budgets and grants; develop solutions to business problems based on strategic and analytical problem solving; conduct comprehensive research and draft policy; anticipate trends and create innovative strategies and flexible plans. Driver’s Licence for the Province of British Columbia is required.
