Manager of Infrastructure Planning & Analysis

Permanent Full Time Position
The District of Saanich is seeking an experienced Professional Engineer to manage the Infrastructure Planning and Analysis Section in the Underground Services Division of the Engineering Department, The Infrastructure Planning and Analysis Manager is responsible for leading a unionized technical team in the development and preparation of asset management plans for the water, sanitary sewer and storm drainage infrastructure and recommends replacement and renewal priorities for the respective five year capital budgets. 

The Manager will review and establish utility servicing requirements for development applications based on system impacts; provide operational technical support to field personnel as necessary; and oversee the maintenance of the department’s GIS services and data. The Manager works within the departmental Project Management Framework of tools in undertaking work plan priority projects and establishes project charter documents for the transition to the Delivery team for their execution. The Manager is responsible for assigned project and operational budgets. Management duties include supervising direct reports; liaising with employees, consulting professional engineers, developers and the public as needed to complete section work plans and support intra or inter-departmental initiatives.

Requirements include a Bachelor of Applied Science in Civil Engineering or related field, membership as a Professional Engineer with Engineers and Geoscientists of BC with six years of progressive experience in a related position specific to water resources engineering. Candidates should have a demonstrated ability to lead and supervise employees, preferably in a unionized environment and possess a valid B.C. Class 5 Driver’s Licence with a personal vehicle available for use as and when required.  The successful candidate will have professional knowledge of methods and procedures applicable to water resources infrastructure, specifically experience in the evaluation of water, sanitary sewer and drainage systems for establishing the short and long term renewal priorities; is organized; has excellent communication skills and strong project management skills. Candidates with an equivalent combination of education and experience may be considered.
