Reporting to the Chief Building Inspector, this is professional, administrative and supervisory work responsible for directing and maintaining an effective safety and regulatory inspection system in conformity with City and Provincial regulations for building, electrical, plumbing and gas aspects of all building construction within the city. The incumbent also assists the Chief Building Inspector with responsibilities for the overall planning and direction of the department. The work involves developing and controlling the administrative functions for the Inspection activities and developing department policies and procedures. In addition, the work involves administering the responsibilities of the Chief Building Inspector during their absence, if required. Improves performance and assures succession continuity by acquiring, training, developing and motivating the Inspection staff. Represents the City on a broad range of legal and quasi legal proceeding or meeting by providing direct input or performing committee work as required. Manages Building Department Emergency Response Command Centre during a major emergency response event, if required. Provides leadership in adapting to changing conditions, codes and regulations, by instituting appropriate policies and additional training when necessary. Maintains liaison with other City departments and external authorities on operational matters and on a professional Engineering or Architecture basis by maintaining open communication and information channels on matters of mutual concern and by initiating interaction when necessary and by providing structural engineering or architectural advice on planned City projects.
Requirements include a University degree in Architecture or Engineering supplemented by courses in fire protection systems as well as management and leadership plus considerable experience relating to the construction industry with developed skills in design, construction, supervision and inspection. Well-developed managerial skills are required to plan, organize and direct a diversified group of inspectors involved with zoning, building, electrical, plumbing and gas installations, and to integrate the inspection functions with other departments or authorities also having jurisdiction. A high level of skill in both oral and written communication, and thorough knowledge of all Provincial and City acts, regulations, codes and bylaws dealing specifically with inspection. The incumbent must possess highly refined skills to develop, motivate and maintain effective inspection sections that must continuously deal with the public; skill in establishing priorities and setting and meeting objectives and goals; the ability to solve complex technical problems, either directly or in consultation with other authorities; and knowledge of building construction techniques including building, electrical, plumbing and gas, for all types of buildings. Eligibility for membership in the Association of Professional Engineers and Geoscientists of BC (EGBC) or Architectural Institute of BC (AIBC); and for certification (highest level available) as a Registered Building Official by the Building Officials’ Association of BC (BOABC) or Certified Professional (CP); and
Driver's License for the Province of British Columbia are required.
Hours of work: 80 hours bi-weekly; 8:00 AM to 5:30 PM with a nine-day fortnight schedule.
