Assistant Supervisor – Utilities Construction(Continuous)
Engineering and Public Works Department
Assist with the delivery of the water and underground construction program and coordinate the work of section staff.
Coordinate, assign and review the work of approximately 25 FTE staff involved in the construction of water and underground services; ensure schedules, procedures and established performance and safety standards are met; make recommendations on employee selection, promotion, discipline and development; provide employee training and input to employee performance appraisals.
Interpret engineering drawings to determine job requirements and provide input to job priority, capital projects and job cost estimates; establish daily crew assignments by prioritizing daily and emergency work orders; determine materials, staff resources and equipment required; requisition materials and equipment; maintain records such as work orders, repair records, equipment requisitions and time sheets; prepare daily journal and operational reports; review job matters and schedules with outside agencies and City departments; process equipment loans to City departments.
Conduct site and ongoing safety inspections at various locations to review work progress and requirements; review the work of contractors and outside agencies to ensure adherence to specifications; assist crews as required; provide input to operational requirements of the section.
Respond to enquiries and complaints from the public, contractors and outside agencies regarding service and operational issues; investigate complaints such as inspecting castings and determining nature, location and cause of blockages or water leaks; arrange with other sections to provide site services as required; respond to emergencies after hours.
Perform related duties where qualified.
Work is generated by work order or assigned by supervisor. Work is reviewed through reports to supervisor. Issues such as scheduling and major expenditures are referred to supervisor with recommendations.
Physical Effort: Lift and move heavy materials and equipment. (rare)
Mental Effort: Deal with complaints and negative comments. (often)
Visual/Auditory Effort: Read plans and drawings for short periods. (occasional)
Work Environment: Office. Work outside in all weather conditions. (often) Work on construction sites. (occasional)
KEY SKILLS AND ABILITIES
Organize and prioritize the work of assigned work crews. Understand and apply methods and principles of underground and waterworks construction and maintenance. Basic level operation of a personal computer. Maintain accurate records. Read and interpret engineering drawings, utility information sheets and grade sheets. Supervise and direct a large staff. Establish and maintain effective working relationships. Deal effectively with the public and outside agencies. Work safely and coordinate a safety program.
Formal Education, Training and Occupational Certification: High school graduation. Valid Wastewater Collection System Operator Level 2 Certification. Valid Water Distribution System Operator Level 2 Certification. Completion of courses in an accredited supervisory/leadership development program which cover: Conflict Management, Leadership, Communication, Project Management. (80 hours) Current and valid Class 5 B.C. Driver's Licence.
Experience: 6 years of water and underground construction and maintenance experience including supervisory experience. or an equivalent combination of education and experience.
OTHER: May be requested to substitute in a more senior position.
7:00am – 3:30pm (40 hr per week)
$41.52 per hour, Pay Grade 14
