Please note that more than one may be hired.
Performs custodial tasks, prison guard work, inventory management, and basic maintenance of a relatively complex nature under the close supervision of the Custodial Crew Leader in the City’s RCMP Detachment. The work involves being assigned to the RCMP inventory room and the locked security area that houses prisoner cells, maintaining surveillance over prisoners to ensure their security and welfare, quelling minor disturbances, and maintaining various logs and records. Any unusual activity or prisoner complaints are reported immediately to an RCMP Member, and the detailed procedures to be followed are prescribed by RCMP regulations. The job involves inside work with continual exposure to several disagreeable elements such as noise, verbal abuse, fumes, odours, and contagious diseases. The job requires average physical exertion and relationships that are of a non-routine nature require courtesy and some persuasion when dealing with RCMP Members and persons in custody. The safety of others depends on the proper performance of the job.
- Performs data entry, books in prisoners, maintains log, and creates various forms for police use.
- Retrieves information necessary to complete forms and checks for warrants through the use of RCMP computer programs.
- Maintains awareness of prisoner activities, inspects occupants of cells at frequent intervals, requests prisoners to refrain from property damage and unnecessary noise or disturbance, and, when necessary, immediately reports such incidents to the RCMP Member on duty.
- Reports to the RCMP Member on duty when a prisoner tries to escape, injure, and/or abuse himself/herself or another prisoner or requires medical attention.
- Conducts inspections of fleet vehicles and cells area, including contraband searches as required.
- Cleans and disinfects fleet vehicles, cells, and the immediate area as required.
- Performs basic maintenance of fleet vehicles and cells area when required.
- Ensures that all fleet vehicles have all required equipment, and issues, tracks, and ensures the return of fleet equipment.
- Assists with restraining prisoners in emergency situations or when directed by an RCMP Member.
- Ensures that intoxicated prisoners are roused at appropriate intervals as per RCMP policy.
- Assists with the search of prisoners as requested and may be asked to accompany prisoners during prisoner transfer.
- Photographs prisoners and prepares all necessary paperwork to obtain prisoner fingerprints.
- Ensures the care and control of prisoner property.
- Prepares and serves meals to prisoners.
- Numbers and maintains a prisoner log book by noting cell inspection results, unusual occurrences, visitations, telephone calls, prisoner requests, removal of prisoners, and changes of guards.
- Maintains and records relevant prisoner information in a meal log, a telephone log, a medical log, and an ambulance log.
- Maintains logs and records of fleet vehicle maintenance requests, repairs, and inspections.
- Conducts close watches and frequent physical cell checks of suicidal and mentally unstable persons.
- Deals with phone queries regarding current and past prisoners.
- Downloads and keeps a log of WatchGuard downloads.
- Books appointments and shuttles vehicles to various repair shops.
- Liaises with Sheriffs, Corrections, and other agencies regarding the transfer of prisoners.
- Obtains signatures as required by regulations.
- Administers prescribed medication to prisoners when required.
- Delivers and stores office supplies when needed.
- May, on occasion, be required to give evidence in court.
- Provides relief work for Caretakers as required.
- Performs related work as required.
REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE
- Working knowledge of policies and procedures involved in the control, custody, and welfare of prisoners.
- Some knowledge of inventory management procedures involved in maintaining fleet vehicles.
- Ability to remain alert in a prison environment.
- Ability to deal firmly with prisoners while respecting their personal rights.
- Ability to make decisions and act quickly, properly, and calmly in emergency situations.
- Ability to communicate effectively orally and in writing.
- Ability to maintain records.
- Sufficient physical strength and agility to perform the work.
- Basic computer knowledge and keyboarding skills.
- Ability to work shift work anytime and on short notice.
- Typing speed of 30 words per minute.
PREFERRED TRAINING, EXPERIENCE, MEMBERSHIP, ETC.
- Previous guard or police-related experience and/or completion of related courses.
- Completion of a BC Corrections Program.
- WHMIS Certificate.
- Word processing and spreadsheet software experience.
REQUIRED EXPERIENCE, LICENCES, CERTIFICATES, ETC.
- Completion of senior secondary school or its equivalent.
- Valid WorkSafeBC Level 1 First Aid Certificate.
- Valid BC Driver’s Licence Class 5.
- Minimum of six months’ previous experience working in a corrections facility or in a security role.
- Proficient in basic word and excel as demonstrated through testing. 60% pass rate required.
- Ability to obtain and maintain a RCMP Reliability Security Clearance.
The following Letter of Understanding for RCMP Custodial Guards applies to this position:
LETTER OF UNDERSTANDING
BETWEEN: CANADIAN UNION OF PUBLIC EMPLOYEES LOCAL 900 (The Union)
AND: CITY OF KAMLOOPS (The Employer)
RE: AGREEMENT NOT TO CONTRACT OUT RCMP CUSTODIAL GUARDS
The City of Kamloops has the right to contract out work pursuant to Article 1(c) of the Collective Agreement. In exchange for the City of Kamloops not contracting out RCMP Custodial Guards at this time, the Union agrees, on a without prejudice, without precedent basis, to the following:
- All current RCMP Custodial Guards will be grand-parented and will receive all rights and privileges of the current Collective Agreement as amended from time to time, including all negotiated wage increases.
- The Union will withdraw the December 2015 job evaluation request to reconsider the wage rate for the RCMP Custodial Guard classification and the wage rate will remain at Pay Grade 7 (Outside) for current RCMP Custodial Guards.
- All employees hired into the RCMP Custodial Guard classification after the date of the signing of this Letter of Understanding will be considered “Newly Hired RCMP Custodial Guards” and will be governed by the Collective Agreement, as modified by terms and conditions set out in this Letter of Agreement. (For clarification, this Letter of Understanding does not apply to Crew Leader – Custodial Guards, which is a separate classification.)
- All Newly Hired RCMP Custodial Guards will enjoy classification-seniority only during the first three (3) years of their employment in the classification. Article 8 (a) and (b) will not apply. If any Newly Hired RCMP Custodial Guard bids on another position outside of the RCMP Custodial Guard classification during the three (3) year period, he/she will be considered an external candidate.
- If Newly Hired RCMP Custodial Guards remain in the RCMP Custodial Guard classification for three (3) years they shall be granted bargaining-unit-wide seniority as of the time of their fourth year of service anniversary, with the fourth year anniversary date as their seniority date. If Newly Hired RCMP Custodial Guards remain in the RCMP Custodial Guard classification for five (5) years, they shall be granted bargaining-unit-wide seniority as of the time of their sixth year anniversary date, with their original hire date with the City of Kamloops as their seniority date.
- All Newly Hired RCMP Custodial Guards who are non-full time (i.e. part time, temporary or on call) will receive the Collective Agreement in-lieu of benefits rate, currently 14%. Article 19 (g) and (h) will not apply.
- All Newly Hired RCMP Custodial Guards shall have a probation period of twelve (12) months. Article 10 (c) will not apply. The Union will not unreasonably deny a request from the Employer for an extension of the probation period.
- All Newly Hired RCMP Custodial Guards will be paid at Pay Grade 3 (Outside), including all negotiated wage increases for that pay grade. Article 20 will not apply.
- All terms and conditions for Newly Hired RCMP Custodial Guards apply to current City
- employees bidding into the RCMP Custodial Guard classification as at the date of the signing of this Letter of Understanding.
- The City of Kamloops reserves the right to apply Article 1(c) (Contracting Out) at any time in the future in relation to the RCMP Custodial Guard classification.
- The parties agree that this Letter of Understanding shall not set a precedent, including, but not limited to, in any other City of Kamloops operations.

Compensation & Benefits Overview
As per the Letter of Understanding (LOU) ‘RCMP Custodial Guards’ all incumbents hired into the RCMP classification after October 3, 2016 will be considered ‘Newly Hired’ RCMP Custodial Guards to be compensated at pay grade 3 ($24.16 per hour). Incumbents in this role who are part time, temporary or on-call shall receive a benefit allowance equal to 14% of their total earnings as per Article 19 (g) of the Collective Agreement. Provisions of the RCMP Custodial Guards LOU do not apply to grand parented incumbents in the position prior to October 3, 2016. For complete details, please refer to the attached LOU.
