This executive mandate would be an exceptional career move for a finance professional whose track record of success is underpinned by extensive senior management experience in financial leadership and stewardship within complex and changing private and/or public sector environments. Comfortable managing and operating in a political environment, you understand well the role of the public service in providing professional advice and recommendations to inform Council's decision-making, and welcome the exciting challenges and opportunities offered by this pivotal position with the City of Toronto.
Reporting to the Chief Financial Officer, you’ll lead, direct and manage the Financial Planning Division, including those activities related to Corporate-wide strategic financial planning and budgeting. As the new divisional chief, you’ll set the overall strategic direction for Financial Planning by establishing divisional goals, short- and long-term objectives, policies and priorities that align with the overall strategic directions of the Division and the Corporation.
Keeping current with changing corporate strategies, priorities and programs, you’ll provide strategic advice and guidance to all City divisions on financial issues and budgeting strategies, and ensure that all services meet targets and service expectations and the Corporation’s standards and objectives. You’ll oversee and coordinate the policy and business framework and administration of Financial Planning programs, including the development of procedures and processes to ensure responsive service delivery.
The City will count on you to ensure the development of strategic and innovative approaches, financial strategies and analytical techniques, and the provision of senior-level advice, guidance, assistance and analytical services, and fiscally sustainable solutions to meeting the City's fiscal challenges, including cost containment and revenue maximization. It will also be your role to direct the development of Council’s budget guidelines and strategies, corporate financial planning and management processes, major financial and budgetary policies and protocols, as well as systems requirements for effective financial planning and management for the City.
A persuasive communicator and negotiator with exceptional human relations skills, and sound executive judgment in employee and public relations, you develop productive working relationships and function effectively at all organizational levels, including in a political context. As a result, you’re prepared to work closely with executive professionals within the City’s Agencies, Boards, Commissions and Divisions, and senior officials from other orders of government and the private and community-based sectors. You’ll also serve as a member of the Senior Management Team and major working groups and committees dealing with corporate issues and contributing to the overall strategic direction of the Division and Corporation.
Your professional accounting designation – CPA (CA, CMA or CGA) – or Commerce degree is combined with extensive experience in financial planning and reporting, developing and coordinating operating and capital work plans and budgets, and working in a senior capacity to establish financial management systems to ensure the effective management of expenditures and revenues.
An astute leader with a results-oriented, innovative approach to problem-solving, you bring in-depth experience in leading teams of professionals, building a strong management team, and inspiring and developing high-performing staff in an achievement-oriented, fast-paced environment. Having successfully led strategically and collaboratively in a large organization, you have a proven ability to represent the interests of the Division professionally with key stakeholders, government and business agencies and other representatives, with the highest integrity and ethical standards.
Above all, you’re a forward-looking analytical thinker, able to synthesize complex issues to keep decision-makers in focus, motivate and develop staff, and support the development and implementation of succession management initiatives. You’re also ready to be a visible leader of change in an environment where stakeholder needs and priorities are assessed and balanced with organizational requirements.
