Reporting to the Assistant Director Engineering Facilities Management, this is technical and administrative engineering work responsible for the coordination of the City energy management program. An incumbent participates with superiors in developing goals, strategies and plans for reducing consumption of utilities, gas and hydro in City facilities; studies the feasibility and processes required for the improvement of energy efficiencies for City-owned facilities; recommends and implements energy reduction projects and alternatives; and liaises with City staff to facilitate the successful integration of energy conservation control strategies into facility operations. Recommends and monitors annual budgets for hydro and gas; tracks consumption; develops and recommends benchmarks and key performance indicators for the various facilities. Identifies funding sources for energy retrofits and the expansion of energy efficiency programs; liaises with BC Hydro, Fortis BC and incentive providers regarding participation in incentive programs. Performs related work as required.
Qualifications include completion of a Diploma in Building Technology or a related discipline including courses in energy management, and considerable related experience; or an equivalent combination of training and experience. Considerable knowledge of the applicable rules, regulations, standards and policies; and of energy efficient principles, methods, practices, strategies, technologies, equipment and systems as they relate to the work performed. Some knowledge of material and labour costs related to the work. Ability to coordinate and implement both capital and educational energy reduction programs, and to liaise with City staff and contractors engaged in projects; to conduct technical studies and to recommend goals, strategies, plans and projects; to communicate effectively orally and in writing; to prepare and maintain records, correspondence, reports, recommendations and cost estimates; and to recommend and monitor budgets; to coordinate and oversee energy improvement projects carried out by contractors; and to establish and maintain effective working relationships with a variety of internal and external contacts. Skill in the use of equipment used in the work. A Class 5 BC Driver’s License and Certified Energy Manager (CEM) Designation through the Association of Energy Engineers are required.
