Main Purpose and Function

The Supervisor, Engineering Development Services is responsible for assigning work, resolving complex issues and developing policies and procedures for the group. This role is critical for ensuring acceptable service levels for the implementation of Rezonings, Development, and Building Permit Applications their impacts on public infrastructure.

This position reports directly to the Development Services Section Head (CEII) and supervises Team Leads (EAIV) of the Development Review, Construction Review, and Building Site Inspection groups as well as the Client Services Counter Representatives, co-led with the other technical supervisor. The Supervisor, Engineering Development Services remains a key contact for essential information, business continuity and decision-making within the groups. This role works with other departments to ensure all processes relating to the permitting system work effectively and works directly with the public and developers/architects/applicants on complex issues.

Specific Duties and Responsibilities
  • Leads the Development Services Group including the following groups: Construction Review, Building Site Inspection, and Engineering Client Services Counter
  • Plans, assigns, supervises and reviews technical and clerical work associated with processing Engineering approvals for development related applications and the permitting, inspection and impact on public infrastructure
  • Coordinates development related construction work and objectives of the Section with other departments including the review of permit fees and departmental policies, procedures, systems, and work standards
  • Coordinates the construction of highly complex development applications through the solicitation of feedback from various internal groups and preparing our consolidated conditions back to the Planning and Development, Building and Licensing departments
  • Provides technical advice to architects, engineers, and contractors and make decisions in by-law interpretations
  • Organizes and attends meetings to resolve technical issues and conflicts with stakeholders related to the construction of Rezonings, Development Permits, Building Permits inquiries and applications
  • Provides leadership and guidance to staff, including evaluating performance, coaching, mentoring, training and hiring and implements new and/or revised procedures and work methods and implements and administers operational procedures
  • Supports the administration on crossing and encroachment by-laws relating to development including initiating action for removal of unauthorized encroachments
  • Prepares formal correspondence and reports for signature of a superior. i.e. development approval letters and formal correspondence to the public, senior management, and/or elected city officials.

Education and Experience:
  • Completion of Grade 12 supplemented by related technical courses in construction and drafting, plus considerable related technical and supervisory experience or an equivalent combination of education and training
  • A current and valid BC Driver’s License and a safe driving record is required. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities

Knowledge, Skills and Abilities:
  • Proven supervisory skills with the ability to direct an effective technical review or design service; assign, supervise, review and evaluate the work of and train subordinates
  • Ability to establish and maintain effective working relationships with subordinates, other staff, owners, architects, engineers, contractors, and members of the public
  • Knowledge of relevant engineering practices, methods, and techniques, by-laws, codes, acts, and regulations governing the work
  • Considerable knowledge of civil construction methods and materials (e.g. road, sidewalk, curbs), as well as other associated construction activities/relocations (e.g. drainage, water services, electrical, duct banks etc.).
  • Thorough knowledge of City’s Streets Restoration Manual and MMCD Standards.
  • Ability to read and interpret architectural, landscape, and engineering drawings and interpret technical data related to the work
  • Ability to perform complex technical work with tight timelines and multiple priorities
  • Ability to make engineering computations and estimates
  • Excellent verbal and written communication skills including letters and reports
  • Knowledge of electronic filing systems, such as VanDOCS and City permitting systems (POSSE, Amanda)
  • Working knowledge of Word, Excel, and Outlook
