The Utilities department of the Infrastructure Services division has an opportunity for qualified individuals to apply for the position of Utilities Equipment Operator Leadhand. Reporting to the Utilities Supervisor, this position offers 76.5 hours biweekly starting as soon as possible.

This work involves the installation, inspection, repair and maintenance of the water distribution and wastewater collection systems with emphasis on the linear infrastructure. The duties include operating truck, backhoe and loader with attachments to plow snow, salt and sand at stations, hydrants and Utilities access roads as required. The Leadhand will also assist the Working Foreman – Utility Equipment Operations, in the day to day duties and assist with scheduling and delegation of staff, contractors and equipment; maintaining a parts inventory; and inspecting new jobsites, lays out projects for crews, requisitions materials, supplies and equipment, and estimates as needed. Also, is required to prepare related documentation including forms and reports, and to communicate project information both internally and externally.

Qualified candidates will possess a grade 12 education supplemented by considerable related experience in heavy equipment operation and supervisory experience, or an equivalent combination of training and experience. Qualified candidates will possess through knowledge of the methods, practices and rules of safe and efficient operation of heavy construction and maintenance equipment such as rubber tired hydraulic backhoes, track and rubber tire excavators, single axle dump trucks, sewer vactor/jet-rodding truck (tandem axle) and truck mounted cranes; considerable knowledge of the methods, materials, tools, equipment applicable to maintenance and repair work; and sound knowledge of the hazards involved and safety precautions required including traffic control, confined space entry, shoring and excavation. Qualified candidates demonstrate a significant computer literacy with the abilities to work from written orders, blueprints and sketches; maintain records, prepare routine reports and estimates; and order materials, tools and equipment. Additional, candidates must possess sufficient physical strength and coordination to permit performance of manual work outdoors in all weather conditions. The successful applicant demonstrates the abilities to safety and effectively operate equipment; plan, lay out, assign and direct work of a crew engaged in maintenance and repair operations; and can establish and maintain effective working relationships with supervisors, other employees and the public. As a requirement of the position, the successful applicant must hold EOCP Level 1 Water Distribution, EOCP Level 1 Waste Water Collection and a BC driver’s license with Class 3 Air Brake endorsement and must provide a satisfactory drivers abstract. An EOCP Level 2 Water Distribution will be considered an asset. This position works 76.5 hours bi-weekly at a rate of $35.79 per hour. Employees in the Utilities Department shall normally work a schedule consisting of nine days of work in a fourteen day period. Each day of work shall be 8.5 hours exclusive of a one-half (1/2) hour lunch period.
