Communications & Legislative Coordinator


Nature and Scope of Work:

Reporting to the Deputy Corporate Officer, this excluded position is responsible for communications and public relations support by working closely with all departments to deliver public awareness campaigns, civic advertising, media relations, and community engagement in digital and print communication formats. This position also performs a wide range of professional administrative duties under tight deadlines requiring a high level of accuracy, confidentiality and discretion. The position assumes corporate administrative duties including, preparing Council and Committee agendas and minutes, preparing correspondence, maintaining the corporate records management program, assisting in the administration of the District’s obligations under the Freedom of Information and Protection of Privacy Act, assisting in the administration of municipal elections, and other work of complex and confidential nature.

Duties and Responsibilities:

Communications Duties:
Communications duties include, but are not limited to:
  • Assist in the implementation of the District’s communications goals and projects
  • Assist the Deputy Corporate Officer with communication needs of the Council, staff and District departments
  • Prepare and disseminate outreach materials, posters, newsletters, guides, brochures, mail outs, and presentations for various communication channels, including website, social media, and print incorporating branded graphic components
  • Coordinate and provide support to staff for external meetings
  • Disseminate public notices, press releases, backgrounders, and other media communications as directed
  • Develop communication protocols and procedures for internal and external communication
  • Plan, develop and implement outreach strategies & activities to increase the public’s awareness regarding Council initiatives, services, programs, projects and public engagement events through various mediums including the District website, social media, and print
  • Regularly update and manage website and social media accounts
  • Manage the content and layout of print publications
  • Foster positive relationships with media, key stakeholders, elected officials and community groups by responding promptly and positively to requests
  • Prepare and post notices for statutory and other advertising
  • Work with departments in developing key message strategies and identifying opportunities for proactive communication for District programs, services, special events, projects and accomplishments

Legislative Duties:
Legislative duties include, but are not limited to:
  • Assist the Deputy Corporate Officer in secretarial capacity relieving them of routine administrative details
  • Draft correspondence, reports, memos, policies, bylaws, procedures as directed
  • Assist with or lead special projects
  • Prepare agendas for Regular, In Camera, Committee of the Whole and other Committees
  • Attend Council and/or Committee meetings to take minutes as required
  • Assist with respect to various statutory requirements relating to the processing of bylaws including preparing statutory notices
  • Act as Deputy Chief Election Officer and coordinate tasks associated with the running of an election or referendum
  • Provide a wide variety of information and assistance to various internal and external contacts
  • Research, prepare agreements, correspondence and documents as required
  • Stay abreast of changes in provincial legislation and advise other affected departments
  • Provide administrative support and coordination to committees as assigned
  • Perform related duties as assigned or required

Records Management Duties:
Records management duties include, but are not limited to:
  • Assist the Deputy Corporate Officer with legislative compliance
  • Manage records from creation to final disposition
  • Prepare records for annual destruction
  • Maintain coding, filing, storage, retrieval and cross reference index systems for all District records

Freedom of Information Duties:
Assists the Information & Privacy Coordinator with the following responsibilities in accordance with the FOIPPA Act:
  • Assist and respond to applicants who make requests for access
  • Coordinate processing freedom of information and privacy requests
  • Liaise with other departments to arrange for records searches
  • Provide access to records where applicants and/or the public are entitled
  • Any other delegated duties under the Freedom of Information and Protection of Privacy Act

Qualifications
  • Minimum 2-year college diploma in communications, public administration, or a related discipline or an appropriate combination of relevant education and work experience.
  • Minimum one year of experience in municipal legislative services and communications
  • Strong working knowledge of Microsoft Office Word, Outlook, Excel, and PowerPoint, iCompass, and Adobe Acrobat Pro, InDesign, and Photoshop
  • Experience working with the LGMA Records Management System and electronic records management
  • Familiarity with relevant legislation, including Community Charter, Local Government Act, Freedom of Information and Protection of Privacy Act
  • Minimum one year of experience in website and social media content management
  • Familiarity with Robert’s Rules of Order
  • Demonstrated talent for graphic design
  • Exceptional written and verbal communication skills, and proofreading skills
  • Strong research and report writing skills
  • Proven capability to maintain confidentiality and to exercise a high degree of tact, diplomacy and discretion  
  • Excellent organizational skills and attention to details
  • High level analytical thinking and the ability to interpret and apply legislation
  • Proven ability to work with minimal supervision
  • Ability to work under pressure and manage competing priorities
  • Must be a team player committed to building partnerships with stakeholders across the organization

Wage and Hours of Work
Salary is commensurate with qualifications and experience.

Hours of Work:  8:00 am to 4:30 pm, Monday to Friday.  Must also be able to attend meetings outside these regular working hours.
