Position: A regular full time Bylaw Enforcement Officer position is available in the Land Use Services Department at the Cowichan Valley Regional District (CVRD). Reporting to the Manager, Building Inspection & Bylaw Enforcement, the Bylaw Enforcement Officer is responsible for the enforcement of several Regional District bylaws including soil deposit, zoning, noise, nuisance, unsightly and untidy premises, and building. Work involves providing information and assistance to the public and carrying out various field assignments associated with bylaw compliance. The initial focus of this position will be on implementing, administering and enforcing the CVRD’s Soil Deposit Bylaw.

Qualifications: Secondary school graduation plus a diploma in a related field, Justice Institute Bylaw Compliance, Enforcement, & Investigative Skills 1 and 2; First Aid Level 1 with CPR C – provided by the employer; Valid Class 5 BC Driver’s License – employer provide vehicle. Minimum of two (2) years experience in enforcement of by-laws, field investigation and court procedures or other related enforcement fields. Knowledgeable and conversant on: relevant land use legislation and bylaws applicable within the Regional District and documentation and legal notice requirements. Applicants must have proven skills in problem solving and conflict resolution/mediation. They must be proficient in Microsoft Office Suite and have the ability to: establish and maintain courteous, tactful, diplomatic working relationships with other employees, general public, and regional Board members; understand and apply bylaws, regulations, agreements and procedures applicable to bylaw enforcement responsibilities; organize work schedule to meet deadlines and priorities; communicate effectively both orally and in written form. Familiarity with site development, environmental protection best practices, soil deposit bylaws and permitting processes are considered an asset.

Hours of Work: The regular hours of work are 35 hours per week Monday to Friday, 8:30 a.m. to 4:30 p.m. The incumbent needs to be flexible and available to work occasional evenings and weekends.

Salary: This is a unionized (CUPE Local 358) position and is compensated at a wage rate, in three steps, of $36.55-$37.69-$38.77 per hour (2018 rates). Flex time and a comprehensive benefit package are offered with this position.
