Reporting to the Director, Finance, this position is responsible for overseeing and managing a group of staff within the Business Advisory Unit. The position is also responsible for planning, delivering, leading and participating in all phases of business process improvement projects, internal audit assignments and quality assurance initiatives. The Manager – Business Advisory Services evaluates the adequacy and functioning of the organization’s risk management, control and governance processes; ensures that risks are appropriately identified and managed; significant financial, managerial and operational information is accurate, reliable and timely; quality and continuous improvement are fostered in the organization’s control process; employees’ actions are in compliance with policies, standards, procedures and applicable laws and regulation and significant legislative or regulatory issues impacting the organization are recognized and addressed properly, ensures alignment with the Corporate Strategic Plan. Prepares plans to determine the scope for projects; the development and completion of work programs; the communication of project results in an accurate and timely manner; and as required, works with clients to address issues identified in reports.
Performs investigations on compliance and reviews security controls on system requests, communicates with external audit and consultants on designated assignments. Performs Corporate Risk Assessments in collaboration with City departments to determine high risk areas that require a review of business processes and controls; develops and maintains a three year rolling advisory plan. Provides direction and guidance to employees including performance management, coaching, mentoring, and investigation and administering discipline; Performs related work as required.
Qualifications include a Related University Degree and ten years internal audit and management experience plus considerable related or equivalent combination of training and experience. A Professional Accounting Designation is required (e.g. CPA, CA, CMA, CGA). The role requires expert knowledge of financial and accounting principles, practices and procedures; of the statutes, regulations, and bylaws that relate to the duties of this position, including but not limited to the Community Charter, Local Government Act, Employment Standards, Financial Information Act and Canada Revenue Agency regulations. This role requires working knowledge of related information technology systems including MS Office and related City systems. Ability to research issues, analyze problems, synthesize information and make recommendations; to communicate effectively (verbal and written) and apply tact and discretion in dealing with sensitive issues; This role requires the ability to plan, lead, manage, coach and motivate staff; establish and maintain effective working relationships with senior managers, employees, elected officials and a variety of outside individuals and agencies; Driver’s Licence for the Province of British Columbia is required.
