The Director, Legislative Operations is responsible for ensuring that the statutory duties and powers of the City Clerk are effectively and efficiently delivered by providing direction and leadership to staff responsible for coordinating all Council and Committee meeting processes and procedures. With strong skills in leadership, change management and facilitation, the successful candidate will lead a group of professionals, technicians and unionized staff in effectively delivering the departments' goals and objectives. 
The Director has a statutory role as Deputy City Clerk under the provisions of the Vancouver Charter and is responsible for exercising and discharging the powers, functions, and duties of the City Clerk in their absence. As Deputy City Clerk, the Director is responsible for providing parliamentary oversight to Council, Standing Committees and Public Hearings.
The Director is also responsible for overseeing the functions of Council advisory committees and boards. In addition to overseeing the advisory body meetings, the Director also plays a key role in ensuring that the advisory bodies are positioned to effectively work toward Council’s goals and objectives.
The Director, Legislative Operations leads the conduct of research studies related to the statutory matters in such areas as Corporate (city) policies and bylaws, elections related policies and bylaws, FOI policies and bylaws, Corporate privacy policies and bylaws, and records management policies and bylaws.
This position works in partnership with the Director, Intergovernmental Relations and Strategic Partnerships to deliver on the City’s intergovernmental relations program. The program is meant to enhance the City’s relationships with other levels of government, such as Metro Vancouver, Government of BC, and Government of Canada, and First Nations, including key municipal lobbying organizations such as the Federation of Canadian Municipalities, Union of BC Municipalities, and Lower Mainland Municipal Associations.
As the ideal candidate you have a degree in Public Administration or related discipline plus a minimum of ten years of progressive management experience in a large complex government organization with extensive knowledge of the City’s legislative framework, operations and parliamentary procedures.   You will bring a combination of strategic leadership, business acumen, and have a proven ability to effectively manage a wide range of high-profile projects with tight budgets, schedules and deadlines. In addition you are able to prepare and deliver clear and concise reports on complex technical and policy issues, suitable to a variety of audiences from the general public to major community, business groups and City Council. As an excellent developer of teams you are able to maximize the engagement and contributions of the team to meet changing business needs.   Your ability to look for opportunities to improve operations and to guide, motivate and manage a team of both union and exempt employees will help you to be successful in this role.
