Main Purpose and Function
The Construction Lead (CL) is responsible for the day to day construction management high value and complex civil infrastructure projects. The CL works closely with the assigned Project Manager and in collaboration with stakeholder departments to provide key subject matter expertize related to constructability, construction risks, construction schedule and construction costs during design development, and leads the implementation planning and construction phases of the project; ensuring all construction activities on site are completed in accordance with applicable standards and project requirements.

The CL is also responsible for leading project logistics, monitoring and managing construction progress, coordination among staff teams, subcontractors and other third parties, for the overall safety of the site; and for regular reporting to the Project Manager.

Specific Duties and Responsibilities
  • Conduct site inspection and walkthroughs with design and operations personnel
  • Collaborates with applicable branch superintendents to develop the construction execution plan, including key activity sequencing and methodology
  • Collaborates with applicable branch superintendents to develop, track and maintain a detailed ‘Class A’ project construction cost estimate and schedule including third party works and identifies critical path
  • Identify early procurement actions, determine long-lead equipment & materials, and advise on suitable procurement and resourcing approaches
  • Collaborates with the City’s Traffic and Data Management branch, the Project Delivery branch and applicable branch superintendents to develop Traffic Control Plan(s) in compliance with the Traffic Management Plan and oversee coordination with third party authorities and stakeholders during the construction period
  • Contributes to the development of construction Safety Plan, Quality Plan, Environmental Management Plan (EMP) and all other project plans
  • Ensures all necessary construction permits, approvals and notifications are in place
  • Organizes the mobilization of construction crew resources with stakeholder Branches, coordinates construction crews and oversee and coordinate third party works, including identifying coordination opportunities to increase efficiency or improve customer service
  • Monitors construction progress and facilitates the submission of regular construction progress reports
  • Oversees construction Quality Assurance (QA) and Quality Control (QC); including coordinating and facilitating any required inspections by the design team or engineer of record
  • Identifies field conditions which may require a change order; maintain up-to-date construction change order log and track following change control procedures
  • Completes drawing red line mark-ups
  • Provide input for project close out documentation and participate in lessons learned session; contribute and/or prepare necessary documentation to ensure transition of asset to asset management
  • Drives continuous improvement through an understanding of industry best practices
  • Develops and maintains relationships with internal and external stakeholders and customers

Education and Experience:
  • Completion of grade 12 supplemented by technical and/or business management courses related to operations management and civil project delivery
  • 5-15 years of experience in delivering and managing civil infrastructure construction projects
  • Operations leadership experience in a Unionized environment considered an asset
  • Project management certification or related skills and experience considered an asset
  • Experience with SAP and Hansen, is considered an asset

Knowledge, Skills and Abilities:
  • Knowledge of WorkSafe BC and relevant Organizational Health & Safety standards
  • Ability to interpret, follow, explain and direct staff in collective agreement language, City policies and procedures
  • Respectful interpersonal skills including the ability to build inclusivity and conflict resolution
  • Excellent planning, organizational and project management skills
  • Ability to evaluate and make recommendations to work methods, processes and procedures
  • Ability to develop goals and objectives in area of responsibility and contribute to development of branch goals and objectives
  • Ability to work collaboratively across different parts of the organization
  • Proven ability to communicate effectively and professionally including the ability to articulate complex concepts and expectations clearly
  • Demonstrated ability to solve business problems using data and analytical skills
  • Strong computer skills in MS Office
  • Understanding of basic financial accounting principles

***A current and valid class 5 BC Driver’s License is a requirement of this position. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities***
