As part of the Human Resources Department team, the HR Systems Specialist takes a leadership role in managing and maintaining the automated systems and data which support all department activities including all HR master file records, benefits, pensions and statistical and reporting requirements. This includes the development and maintenance of HR systems in response to changes in legislation, agreements, system upgrades, year-end activities and reporting needs; and manages and participates in a variety of projects and committees related to the ongoing development of human resource and benefit systems.

The HR Systems Specialist supervises HRIS Analysts in a fast-paced environment working closely with all sections of the HR Department, City staff, Unions and a variety of external service providers. The area is relied on to provide timely, accurate and user friendly information regarding all aspects of the employment life cycle. As the starting point for all employee data, the position takes a leadership role in developing business processes and ensuring privacy, integrity and accuracy are maintained for human resource master data.

The ideal candidate will have extensive knowledge of an integrated HR/PAY system, preferably SAP, including organization management, personnel administration, benefits and business intelligence reporting combined with strong knowledge of records, benefits and pension administration. Expert knowledge of HR requirements is necessary to create appropriate control data for testing upgrades and developing reports. Strong technical acumen and advanced MS Office skills are also required.

A strong knowledge of human resource and systems administration is required and the ideal candidate maintains current knowledge of new regulations and ensures that changes are communicated to all affected stakeholders. The ability to quickly problem solve, troubleshoot issues and multi-task while ensuring all timelines are met is vital to the role. A sense of urgency and the ability to effectively prioritize are essential.

The ideal candidate will have a University Degree in Human Resources or related field along with a CHRP designation or equivalent education and experience. Knowledge of benefits and pension administration is desirable.
