The PRRD is eager to welcome an enthusiastic, motivated and team-orientated individual to fill this new position within the organization. Reporting to the Chief Financial Officer, this senior level position is responsible for research, development, implementation of sourcing, and contracting and procurement processes/ procedures to optimize and support operational needs. This position also supports the Regional Board’s strategic plan for coordinating and administering the capital project competitive bid process; including negotiating and developing the terms and conditions of non-standard and standard form contracts. The successful applicant is required to understand and explain the procurement process, various sourcing strategies and the contracting process to managers and Directors. They will be required to perform contract analysis and reporting throughout the contract life cycle. This position will also take the lead in the procurement of maintenance and construction type projects, and will assist with the purchase of standard goods when necessary. This position is responsible for risk management activities including identification and assessment of risks, and the ongoing maintenance and monitoring of the Regional District’s risk management governance framework. Asset management is also a responsibility of this position.
The ideal candidate will possess strong interpersonal skills and have experience and/or knowledge in the local government area is desired. Multitasking, negotiating and excellent service delivery are key components of this position. A university degree in a related field with a specialization in Supply Chain Management or Procurement is desired. A Supply Chain Management Professional (SCMP) designation would also be considered an asset. A minimum of five (5) years of progressive public procurement work experience, including experience designing, developing and implementing best practices sourcing and leading complex procurement projects. Proficiencies with Microsoft Office Suite and automated purchasing systems are fundamental. Training in the use of contract documents through the Master Municipal Construction Documents Association is desired. Success in this role will require a thorough understanding of public sector procurement, risk management and contract law; along with a focus on developing and implementing optimal purchasing and risk management policies, processes and systems to meet the needs of all departments in the organization
