Position Overview
Reporting to the Director of Libraries & CEO, the Director, Finance and Administrative Services demonstrates leadership behaviours and actions consistent with the Saskatoon Public Library’s mission, vision, values and strategic plan.

The Director, Finance and Administrative Services serves as chief financial advisor to the Director of Libraries & CEO, Executive Team and Management by providing, analyzing and executing financial decision making information.  

The Director, Finance and Administrative Services leads the following primary functions: strategic resource and business performance planning, financial and systems accounting, budgeting, financial reporting, banking, audit relations, financial risk management services, financial records management, and administrative functions. Develop and recommend accounting policies and procedures relevant to accounting, budgeting, forecasting, project tracking and administrative functions.

  • Bachelor’s degree accounting/business degree or equivalent.
  • Professional Accounting Designation i.e. CPA (CA, CGA, CMA) Chartered Accountants (CA), Certified General Accountant (CGA), Certified Management Accountants (CMA) preferred.
  • Demonstrated leadership experience with proven managerial skills and excellent people skills including management, negotiation and coaching.
  • 5 to 7 years’ experience in a senior level role related to financial and accounting services.
  • Proven knowledge of budgeting and financial planning. A solid understanding of financial and regulatory reporting requirements. Ensures compliance with Generally Accepted Accounting Principles (GAAP) as well as accounting standards issued by the Public Sector Accounting Board (PSAB), Canada Revenue Agency regulatory requirements related to charities, GST and source deductions.
  • Must demonstrate a high degree of professionalism and maintain confidentiality.
  • Demonstrate a strong degree of ethics and integrity.
  • Knowledge of and experience in purchasing, pay and benefits, and audit process.
  • Proficient with accounting programs and other software programs including Microsoft Office.
  • Demonstrated ability to effectively manage multiple projects and priorities at the same time.
  • Facilitation and Team building skills utilizing coaching, communication and management techniques including superior conflict management and problem solving skills.
  • Sound knowledge of relevant legislation and industry policy statements.
  • Knowledge of financial management methods including program costing, budget forecasting and monitoring of expenses.
  • Demonstrated record of achieving strategic outcomes in a timely manner.

36.25 hours per week, variable hours may be required

Remuneration Pay Band 10
$108,203.76 – $127,140.00 per annum (2016 rates).
