Serving a diverse multicultural urban centre, the Surrey School District is a progressive district offering a broad range of innovative programs and services to support the learning of our students and staff.  Spread across one of the largest and fastest growing cities in British Columbia, we are the city’s largest employer.  The Surrey School District is the largest school district in British Columbia and serves the City of White Rock, Surrey and the rural area of Barnston Island.  We provide quality education to over 72,000 students; we have 130 schools and other facilities, an annual budget of over $800 million and over 10,000 employees.

The District is seeking qualified candidates for the position of Assistant Secretary-Treasurer.  This position reports to the Secretary-Treasurer and will provide executive management leadership to the Business Services Team including finance, budgeting, reporting, accounting, payroll and benefits,  audit and risk management, procurement, payroll and food services.  The Assistant Secretary-Treasurer’s direct reports include:  Director of Finance; Associate Director of Procurement and Corporate Services; Associate Director of Internal Audit and Risk Management.

Core Responsibilities:

The Assistant Secretary-Treasurer must be a strategic thinker with extensive financial acumen and experience, with a strong commitment to customer service.  The successful candidate will also have a proven track record of implementing effective controls, best practices and processes through an inclusive team approach.  Specific responsibilities will include:

Financial Administration
  1. Effective operation of the District’s business functions, including finance, corporate and administrative services, balance sheet management, treasury, capital accounting, audit and risk management, payroll, purchasing, and reporting.
  2. Coordination and preparation for the annual operating budget for the District which reflects the objectives, plans and priorities established in the District’s Strategic Plan.

Financial Reporting
  1. Preparation and distribution of timely and accurate reports and analysis on the financial operation of the District.

Balance Sheet Management
  1. Oversees effective balance sheet management including control over operating, capital and special purpose funds.
  2. Ensures timely and efficient working capital management with special emphasis on the management of receivables, payables and inventory to maximize the District’s cash position.
  3. Effectively manages the cash position of the District.To this end, is responsible for ensuring that all cash transactions including the investment of surplus funds are carried out in a manner which appropriately balances risk and the return on investment.
  4. Maintains appropriate control over all monies received through government funding, fees, interest on investments and other sources of funds and ensures the effective application of these funds.

Capital Accounting
  1. Develops and manages all capital and project budgets and fulfils all related financial, reporting and operational responsibilities.

Internal Audit and Enterprise Risk Management
  1. Ensures the establishment and maintenance of appropriate internal controls to protect the District’s resources and assets to ensure accuracy and reliability of information.Ensures an appropriate Enterprise Risk Management program is in place and functioning appropriately across the organization.

Purchasing and Procurement
  1. Ensures effective and cost-efficient purchasing policies and practices are established and implemented according to policy and other statutory authorities as appropriate.
  2. Ensures the procurement processes maximize the allocation of financial resources by evaluating alternatives and negotiating with suppliers when procuring products.

Payroll and Benefits
  1. Ensures the effective and efficient operation of the payroll department including the timely and accurate processing of all District payroll and benefit plans, meeting all reporting and payment obligations and accurately applying the terms of all collective and employment agreements.

The ideal candidate will possess:
 
  • Education:  A university degree or post-secondary diploma in a relevant discipline combined with a professional designation (CPA).
  • Experience:  A successful track record in senior leadership roles in public sector organizations such as school districts, municipalities or post-secondary education with responsibility for a broad portfolio including finance, administration and business operations.
  • Strong Financial Management Skills:  Outstanding business and financial acumen with the ability to balance the demands for resources, strong sense of accountability for the effective utilization of the resources of the District, and able to align financial planning with identified priorities.  Able to provide progressive financial advice to all levels of management and board of education.
  • Strategic & Innovative Thinker:  Strong planning skills within the context of a growth environment.  Successful in managing change in a complex environment. 
  • Communication and Personal Skills:  Strong oral, written, presentation and personal skills.  Proven record of building strong collaborative teams.
