Position Overview
GENERAL ACCOUNTABILITY

The Human Resources and Safety Assistant is responsible for providing support to the Human Resources and Safety Department in a number of different activities including recruitment, job evaluation assistance, benefit program tasks, payroll processes, research for project work and additional administrative duties. The position requires the exercise of considerable judgement, tact, diplomacy and confidentiality.

NATURE AND SCOPE

The primary responsibility of this position is to provide a broad range of assistance to the Human Resources and Safety Department..

The Human Resources and Safety Assistant may be asked to participate in special projects and conduct research information regarding personnel, safety, benefits, and/or labour relations related materials, as well as compile statistical reports, including computerized collection and summation of information. He/she prepares and types reports, requests material or information on subjects under consideration and ensures receipt. The incumbent coordinates the orientation schedule for new employees and creates orientation packages. In addition, the incumbent will be responsible for a client group and will assist management with recruitment activities.

Responsibilities
  1. Performs administrative work for the Abilities Management program, WorkSafe claims and Return-to-Work programs.
  2. Advertises training courses and maintains hard-copy and electronic lists of course participants.
  3. Registers training participants, performs boardroom bookings and assists with coordinating training materials.
  4. Creates and provides basic training and instruction on a variety of human resources and safety-related topics.
  5. Provides support for the corporate training program, including facilitation of training.
  6. Leads the orientation sub-team; coordinates employee orientation program and prepares orientation packages.
  7. Maintains the safety database (DATS) records entry, ensuring information is accurate and current.
  8. Tracks police records checks and enhanced security clearances, ensuring legislative requirements are met.
  9. Compiles annual hours of work variance information and sends report to union office.
  10. Represents the Human Resources and Safety Department in the City’s customer service program, with a focus on identifying training gaps.
  11. Oversees the retrieval and maintenance of City employee Driver Abstracts records.
  12. Coordinates and schedules immunization clinics for HEP and Flu shots and maintains records.
  13. Coordinates annual hearing tests across the organization and provides information for fire department medicals as required by external service provider(s).
  14. Researches human resources practices and policies, compiles statistical information and summarizes in reports as requested.
  15. Prepares a variety of narrative and statistical reports, records, correspondence and related material.
  16. Conducts internal and entry-level external recruitment, including interviews, reference checks and applicant testing if required.
  17. Assists with union job evaluations and maintains records.
  18. Assists with benefit program administration, including conducting research on trends and issues affecting benefit plans.
  19. Assists with customer service duties, including front-counter inquiries and telephone requests, and provides relief as required.
  20. Assists with administrative recruitment tasks, such as posting jobs, processing payroll information and entering information into JDE, when required.
  21. Performs other administrative support tasks for the Human Resources and Safety Department as required.
  22. Provides relief for the Office Services Assistant – Human Resources position.

Requirements
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  1. Knowledge of staffing practices and the ability to achieve, in consult with hiring committees, consensus and sound hiring decisions.
  2. Knowledge of City of Kamloops union agreements (CUPE and IAFF) and corporate policies.
  3. Working knowledge of labour relations practices, precedents and collective agreement applications.
  4. Ability to gain cooperation and create positive working relationships with all levels of internal and external managers, employees and clients.
  5. Ability to work with minimal supervision and to exercise considerable judgment in the performance of duties and in the establishment of priorities.
  6. Ability to present viewpoints and ideas effectively in both written and oral form.
  7. Ability to perform research studies and prepare and present a variety of reports and presentations.

REQUIRED EXPERIENCE, TRAINING, EDUCATION, MEMBERSHIPS, ETC.
  1. Undergraduate degree in Business with a major in Human Resources.
  2. Strong data entry with 45 wpm.
  3. Post-secondary courses or experience in intermediate word processing and spreadsheet applications.
  4. Exceptional communication skills, both verbal and written.
  5. Excellent time management and organizational skills.
  6. Experience with records management software.
  7. Previous experience working in a Human Resources department or office.

PREFERRED QUALIFICATIONS
  1. Previous experience in a unionized and/or municipal government environment.
  2. Experience with benefit programs and payroll processes.
  3. Excellent time management and organizational skills.
  4. Presentation skills.
