Reporting to the Manager, Budgets and Administration, the Business Manager, Capital Projects is responsible for managing the capital budget process, conducting financial analysis and reporting, investigating and recommending options to resolve financial issues. The position also supports capital plan development, provides cost control and reporting for projects; recruits, trains, supervises and disciplines staff members; and assists in coordinating the submission of council reports. The position investigates discrepancies and recommends options to resolve issues with financial impacts. Supports capital plan development; provides control, monitors and reports over project scope, coordination, scheduling, budgeting and finalization. Provides direction and guidance to staff members including recruitment, performance management, training and coaching; conducts investigations and administers discipline; participates in grievance hearings, arbitrations and labour management meetings. Assists in coordinating the submission of council reports; and participates in and provides input at departmental management and Council meetings for justification of projects. Provides financial advice and assistance to departmental managers on accounting, financial management, budgeting and reporting for budget preparation; liaises with internal and external contacts. Analyzes financial and administrative methods, systems and procedures; identifies deficiencies and recommends modification; coordinates the development, implementation and maintenance of computerized systems to meet business and financial information needs.

Qualifications include a Bachelor’s Degree in Accounting, Engineering or a related discipline, working towards completion of a recognized accounting designation and 8 years of related experience with associated experience in project management or an equivalent combination of education, training and experience. Considerable knowledge of the functions and business requirements of the Engineering Department; principles, practices, procedures and systems applicable to financial administration, budgets and accounting operations; and Project Management Body of Knowledge guidelines and standards. The role also requires the ability to prepare budgets, assist with development and finalization of same and conduct financial analysis; control and monitor project expenditures; plan, assign, supervise and review the work of staff and to hire and train same; establish and maintain effective working relationships with internal and external contact including members of Council and to provide advice and assistance to same; prepare related correspondence, records and reports; and to communicate effectively orally and in writing. The role also requires skill in the use of related office computer applications, such as PMWeb, SAP, and MS Office. Driver’s License for the Province of British Columbia is required. PMP designation would be an asset.
