We are looking for an experienced leader to take on the role of Director, Non-Market Housing, to develop and set strategic direction for the Non-Market Housing portfolio.  Reporting to the Managing Director, Non-Market Housing and Social Operations, the Director of Non-Market Housing is responsible for city operation of 12 residential buildings with 971 units and over 70 unionized staff in the maintenance and delivery of affordable housing to those most in need in Vancouver.

This operational leadership role is responsible for delivering the highest level of service with respect to asset and workforce management, maintenance, safety, tenant relations, and community engagement.  The Director will develop and implement best practices and lead change management initiatives in consultation with senior management to address financial constraints, manage partnership agreements, and optimize housing operations.

The Director integrates value based leadership and decision making while leading, coaching, and mentoring City staff to be successful in a service focused environment. The Director ensures the long term sustainability of the non-market housing portfolio and responds to changing community needs, working in collaboration with internal City departments, external organizations and other levels of government.

As the ideal candidate you will bring a combination of business and financial acumen, relationship building, conflict resolution, and decision making skills in a complex, multi-stakeholder unionized environment. You have a proven ability to look for opportunities to improve operations and approaches, and have a track record of initiating systematic change in a positive manner.  Your experience in delivery of social housing, facilities management, and support services to vulnerable populations combined with your ability to develop and implement procedures, methods, and standards across a portfolio will help you be successful in this role.  You have a proven ability in developing strategic plans, and are able to manage performance by objectives.  You have sound knowledge in budget development and management as well as working with multiple funding sources and operating agreements.

You bring considerable knowledge of the interests and needs of individuals who face multiple barriers including poverty, mental illness, physical disability, drug and or alcohol dependency, and who may be marginally housed or homeless.

The successful candidate will have a university degree in a field related to delivery of public service or housing (i.e. property management, business administration, public administration, social work, planning, or related discipline) plus a minimum of five years’ experience in senior administration of a non-profit or public organization, preferably in the delivery of social housing, or an equivalent combination of education and experience.  We are looking for a leader who will build positive relationships with the community, including those who are marginalized, senior public sector managers, elected officials and not for profit managers.
