Reporting to the Supervisor, By-Law Services in the Building Department you will be responsible for a wide variety of technical, inspectional and regulatory work involving the enforcement of City by-laws and the coordination of all prosecutions or adjudications within the jurisdiction of the Planning and Building Department. This position inspects buildings, dwelling units, and construction sites to identify violations of City by-laws and takes remedial action or initiates legal action; advises Building Inspectors, trades inspectors and Planning Department staff concerning the collection of information for legal action; coordinates group inspections and prepares reports regarding potential prosecutions, court orders and adjudications. Performs related work as required.
Qualifications include the completion of the 12th grade, supplemented by technical courses related to building construction. An apprenticeship or considerable experience in the building trades and considerable experience in enforcement work, preferably related to municipal by-laws or an equivalent combination of training and experience is desired. The successful applicant will have considerable knowledge of the relevant sections of the Building, Electrical, Plumbing, Gas and other related by-laws and legislation; considerable knowledge of the rules, regulations and procedures in adjudication hearings and of the rules of evidence; sound knowledge of policies and regulations related to construction, alteration and repair to housing structures; working knowledge of policies and regulations related to use and development of real property; working knowledge of heating systems, ventilation, drainage and related factors in building construction; ability to investigate, inspect and evaluate the circumstances regarding alleged illegal occupancies in a variety of dwelling structures; ability to recognize infractions of a variety of by-laws as they apply to standards of construction and building services; ability to prepare concise and factual reports, recommend remedial action, prepare cases and issue by-law notices and represent the City in adjudication proceedings; the ability to perform investigative duties with firmness, tact and diplomacy; and the ability to effectively communicate technical and legal requirements both verbally and in writing. Class 5 Driver’s License for the Province of British Columbia is required.
