British Columbia’s College Pension Plan, Public Service Pension Plan and Teachers’ Pension Plan are increasingly recognized as leading models of well-managed, cost-effective, jointly trusteed public sector pension plans.  With a combined $55 billion in assets under management and serving well over 250,000 active and retired plan members, they are among the largest plans nationally.  The College Pension Board of Trustees, Public Service Pension Board of Trustees and Teachers’ Pension Board of Trustees are each responsible for the administration of their pension plan and the investment of their pension fund.

Career Opportunity - Director, Research & Analysis


The Director, Research & Analysis is a key member of the leadership team serving three boards of trustees.  Reporting to the Executive Director, College, Public Service and Teachers’ Pension Plans, the Director, Research & Analysis is responsible for providing strategic policy support and advice to the College, Public Service and Teachers’ Pension Plan Boards of Trustees (“Board” individually, and “Boards” collectively). In addition, the Director, Research & Analysis works closely with the Boards’ agents and service providers to ensure cohesion of activities and help achieve synergies amongst the boards.   
 
Responsibilities:
 
Advocacy, Research & Analysis 
  • For each Board, ensure that all material risks are identified and strategically managed.
  • Personally, or with contracted specialist support, supply each Board with appropriate and timely professional advice on issues under consideration by the Board.
  • Where appropriate, personally, or with contracted specialist support, ensure that advice supplied to a Board is independent from advice the Board is receiving from its administrative agent, principal investment manager, or any other major service provider.
  • Work with external education and research institutions and organizations, including the Canadian Public Pension Leadership Council, to promote and extol the value of public sector pension plans.
 
Support and Advisory Services
  • Attend Board, Interplan and Committee meetings where required or as directed by the Executive Director.
  • Ensure that each Board receives timely advice on all relevant issues including, but not limited to, the following: 
    • policy review and development; 
    • legislative and regulatory compliance; 
    • plan governance; 
    • post-retirement group benefit plan design; o pension plan design; 
    • pension plan and post-retirement group benefit communications;
    • investment management and asset allocation; o service provider and agent oversight; and
    • risk management.
  • Working with other secretariat staff, ensure that Board policies are reviewed and updated as appropriate. 
  • Working with other secretariat staff, ensure that legislative and regulatory requirements, not otherwise satisfied by service providers, are satisfied internally.
 
Qualifications:
  • Minimum 5 years related experience in the industry
  • Bachelor’s degree in mathematics, law, commerce or business administration (or other relevant and related field) with superior knowledge and understanding of pension actuarial and investment management principles
  • Strong knowledge and understanding of defined benefit pension plans, actuarial analysis, stochastic modelling, financial statements, pension plan design and the legal and regulatory environment in which registered pension plans operate 
  • Strong oral, written, interpersonal and presentation skills
  • Experience working with boards and sub-committees
  • Strategic and timely thinking with an ability to anticipate problems and suggest practical, imaginative solutions 
  • Ability to foster cooperation among diverse groups of colleagues and reconcile divergent priorities
  • Ability to work respectfully and effectively with trustees, agents, secretariat staff, partners, service providers, regulators and representatives of other pension plans and pension industry organizations
