Permanent, Full-time Position
(37.5 hours per week)
Redcliff is a warm and welcoming community of 5600 residents, which offers excellent education facilities, an abundance of community activities, a beautiful trail system and well maintained recreation facilities.

We are currently seeking an enthusiastic, positive individual to serve the community as our Director of Community and Protective Services. The successful candidate will be accountable to the Municipal Manager (CAO) and provides support to Council for the delivery of a range of services including: Emergency Management, Fire, and Protective Services; Family and Community Social Services; and Culture and Recreational services. Working alongside their staff, the Director plans, organizes, directs and monitors activities to ensure the successful delivery of programs, services, and facility operations consistent with the directions of the Municipal Manager and the municipal bylaws and policies adopted by the town council.  The director will provide professional leadership and strategic management to the Community and Protective Services Department.

Managerial Responsibilities will include:
  • Implements the delivery of Community and Protective Services.
  • Monitors activities to ensure that they comply with approved policies, procedures and provincial legislation and regulations.
  • Conducts research of relevant bylaws, policies, and procedures.
  • Originates the development and implementation of departmental goals, objectives, policies, procedures and priorities for all activities and allocates resource needs within the context of available resources.
  • Prepares and presents reports to council.
  • Attends and participates, as required, regular and special meetings of council and corporate strategic planning sessions.
  • Budget preparation and planning.
  • Contributes and assists in a positive manner as a team member in all operations of the Town.
  • Responds in a timely manner to internal and external/public inquiries.
  • Conducts other related duties as directed by the Municipal Manager.
Municipal Bylaw Enforcement Oversight Responsibilities will include:
  • Direct supervision of the Bylaw Enforcement officer and program for the Town, ensuring compliance with the applicable legislation, policy, and procedures manual.
  • Liaises with the RCMP, officials from other municipalities and or law enforcement agencies.
Family and Community Support Services and Recreation/Culture programing Oversight Responsibilities will include:
  • Oversee the FCSS and recreation/culture programming.
  • Oversees the community facilities booking system.
  • Oversees the coordination and organization of community events.
  • Liaison with community and local/regional service groups.

Emergency Management and Fire Services:
  • Responsible for the overall planning, supervision, implementation and delivery of Emergency and Fire Services within the Town.
  • Responsible to prepare recommendations for long and short term strategic direction.
  • Responsible for the annual review/amendment of the Municipal Emergency Plan.
  • Responsible to work with municipal, government agency, and industry partners to develop and maintain emergency service and mutual aid agreements and best practices.
  • Appointed as the Director of Emergency Management.
  • Responsible for the set up and maintenance of the Emergency Operations Center when required.

Recreation and Facilities:
  • Responsible for the overall operation and maintenance of the Town’s parks and greenspaces.
  • Responsible for the overall operation and maintenance of the Town’s facilities including, but not limited to such facilities as the Municipal Library, Rec-tangle Arena, Redcliff Aquatic Centre, Seniors Drop-in Centre, and Fire Hall.
  • Work with community stakeholders to ensure public has full access to wide-ranging recreational, special events and programming opportunities.
  • Plans and manages a comprehensive town wide recreation program including, community programs, instructional programs, day camps, and special events. May have direct responsibility for some programs and events.

  • Will be required to maintain a valid Class 5 Alberta Driver’s License.
  • Ideal candidates will have successfully completed a Diploma or Degree with a focus on public administration, complemented by considerable related experience which demonstrates the ability to provide leadership, influence others and foster positive working relationships with a community of varying background and viewpoints.
  • Post-Secondary degree and/or training in Emergency Management, Fire and Disaster Preparedness, or Law Enforcement would be considered an asset.
  • Incident Command System Training (ICS 300).
  • Tactical problem solver with the ability to execute and deliver results on time, and within budget.
  • Good knowledge of project management principles and practices.
  • Familiarity with the principles and practices related to municipal government particularly in the areas of community and protective services, including experience working within a political environment.
  • Attributes of the incumbent will include exceptional conflict management, negotiation, decision making, leadership, analytical, planning, organizational and coaching skills, as well as strong oral and written communication skills.
