Main Purpose and Function
The Project Engineer supports the planning, design and implementation of street network modifications associated with the Public Space Projects (800 Robson, Robson Street and Alberni Street projects) to achieve established objectives as identified by senior management or Council Policy e.g. Transportation 2040 Plan. This role represents the Engineering Services division at meetings with the general public, key area stakeholders, advisory groups, key stakeholder groups, contractors and project partners to identify stakeholder requirements and facilitate the successful planning and implementation of public space projects.
The successful candidate will report to the Street Activities team lead and branch manager, who will provide strategic direction and oversight.
Specific Duties and Responsibilities

  • Develop, monitor and manage project work plans (scope, budget, schedule, quality, risk, resources) to achieve key project objectives and within approved funding and schedule
  • With direction from senior management and CoV Corporate Communications, build on established partnerships and/or develop partnerships with internal and external stakeholders necessary to successfully deliver on project objectives, ensuring that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable
  • Engage with subject matter experts to prepare terms of reference for technical consulting services related to civil engineering design and construction; and complete the tendering and selection process, or work with internal operational forces to deliver the design packages
  • Contract administration and management of technical consultants retained to support the planning, design and implementation of transportation network (700- 900 Robson Street) modification projects
  • Read, review, interpret and critique engineering designs and specifications related to structure (e.g. 800 Robson is on a structure), 2D and 3D street designs
  • Coordinate and manage departmental review process for engineered roadwork design drawings, escalating any identified conflicts as needed
  • Apply best practice and knowledge of transportation planning including walking, cycling and transit infrastructure design
  • Perform research, statistical surveys, and analysis tasks to identify trends and/or establish baselines related to safety and the movement people (pedestrians and cyclists) through a public plaza
  • Represent the Public Space and Street Use division in public engagement processes, including attendance at weekend and evening meetings and workshops
  • Read and interpret complex lease and right-of-way agreements for the space

Education and Experience:

  • Completion of a University Degree in Engineering
  • Registration as a Professional Engineer or as an Engineer-In-Training is required
  • Minimum 5 years of experience with transportation planning and construction projects
  • Experience in project management

Knowledge, Skills and Abilities:

  • Well-developed interpersonal, verbal and written communication skills
  • Strong analytical writing and public speaking skills are essential
  • Demonstrated ability to take on a leadership role and be proactive at resolving project conflicts in a timely manner
  • Proven experience in dealing with multiple tasks, and setting and meeting competing deadlines
  • Familiarity with the City’s street system and transportation policies and regulations
  • Project Management experience in a complex multi-party construction environment
  • Working knowledge of public space data collection methods and analysis would be considered an asset
  • Experience with the municipal development approvals process an asset
