Reporting to the Superintendent Parks Operations, you will be responsible for for the planning, supervising and reviewing of work performed by subordinate foremen and crews engaged in a variety of construction and major maintenance tasks in the preparation of land for park and recreational use. Some of the work assigned involves some technical difficulty in completing due to the nature of the project, such as land reclamation on beaches, or projects built on bogs. Considerable independence of action and judgement is exercised within existing methods and practices, but problems of a more difficult policy or nature are referred to a superior. Additional duties include inspecting the work of crews or private contractors in installing utilities and landscaping to ensure quality of workmanship and conformance with plans; rejecting unsatisfactory workmanship and defective materials; determining priorities and adhering to project schedules; maintaining records related to the work; assisting with the preparation of budget estimates and monitoring expenditures and ensuring adherence to budgets; preparing requisitions for material and allocating equipment; establishing and devising safe work methods and ensuring the safety of work crews and the public; and assisting with selecting, disciplining and motivating of staff. Performs related work as required.
Qualifications include high school graduation supplemented by courses related to the work including basic surveying and drafting courses, plus considerable experience in municipal parks construction and maintenance operations in a supervisory capacity, or an equivalent combination of training and experience. Additional qualifications include considerable knowledge of horticultural and landscaping methods, practices, materials and equipment; of related hazards and safety precautions. Ability to plan, assign and supervise the work of subordinate crews; to read blueprints, sketches, plans and diagrams; and to establish and maintain working relationships with a variety of internal and external contacts. Skill in the use and care of a variety of tools and equipment. Sound knowledge of snow removal is desired, along with SAP knowledge of budgets and the ability to create and balance budgets. Driver’s Licence for the Province of British Columbia is required.
